1. What is the function of Vietnam National Mineral Reserve Assessment Council?

To establish a National Mineral Reserve Assessment Council(hereinafter referred to as the Council for short) to appraise and approve mineral reserves under the licensing authority of the Ministry of Natural Resources and Environment; direct and coordinate work related to the assessment of national mineral reserves.

Vietnam National Mineral Reserve Assessment Council has a seal in the shape of the national emblem.

2. What are the tasks and powers of Vietnam National Mineral Reserve Evaluation Council?

Tasks and powers of Vietnam National Mineral Reserve Assessment Council include:

- Appraise, approve, or recognize mineral reserves and resources in reports on mineral exploration results and reports on exploration and upgrading of reserves as a basis for the management and formulation of mining investment projects and mining design and development; certify the mineral reserves allowed to be included in the mining design according to the provisions of law.

- Develop standards on decentralization of mineral reserves for the Minister of Natural Resources and Environment to promulgate according to his/her competence.

- Review and agreeing on provisional criteria for calculating solid mineral reserves during the appraisal of mineral exploration results reports.

- Manage records, documents, and databases on mineral reserves; mineral reserve statistics approved or recognized by the Council.

- Propose to the Prime Minister directions and solutions to solve problems related to the assessment of national mineral reserves.

- Assist the Prime Minister in directing, regulating, and coordinating among ministries, ministerial-level agencies, and government-attached agencies in solving problems related to the assessment of national mineral reserves; to urge ministries, ministerial-level agencies, and government-attached agencies to perform tasks related to the assessment of national mineral reserves.

3. Composition and working regime of Vietnam National Mineral Reserve Assessment Council

- The composition of Vietnam National Mineral Reserve Assessment Council includes:

+ Chairman of the Council: Minister of Natural Resources and Environment;

+ Vice Chairman of the Council: Deputy Minister of Natural Resources and Environment;

+ Members include:

++ Deputy Ministers: Planning and Investment, Industry and Trade, Science and Technology, Construction;

++ Director of the Department of Geology of Vietnam;

++ Director of the Department of Minerals of Vietnam;

++ Chief of Office of National Mineral Reserve Assessment Council;

++ Representatives of agencies and organizations: Office of the Government, Office of Vietnam National Mineral Reserve Assessment Council, Department of Minerals of Vietnam, Institute of Geosciences and Minerals, University of Mining and Geology.

The President of the National Mineral Reserve Assessment Councilshall approve the list of Council members according to the documents on appointing officials to join the Council of ministries and branches; promulgate the Working Regulations of the Council.

The Chairman of Vietnam National Mineral Reserve Assessment Council may invite experts in the fields of geology, minerals, and other related fields involved in the appraisal of mineral reserves to contribute to the report of mineral exploration results.

- The members of the Council work on a part-time basis and are entitled to benefits according to current regulations.
