The tasks of the Vietnam Copyright and Creativity Association are specified in Article 7 of the Charter of the Association for Creativity and Copyright of Vietnam issued with Decision 790/QD-BNV in 2021, including:
- Comply with legal regulations related to the organization and operation of the Association. The organization operates according to the Association Charter approved by a competent state agency. Do not take advantage of the Association's activities to damage the security, social order, ethics, and traditions of the nation.
- Propagate and disseminate the Party's guidelines and State's legal policies to members; create a favorable environment for members to operate effectively.
- Organize and implement activities in the field of creativity and copyright for literary and artistic works according to the provisions of law; Measures to protect copyright on literary and artistic works according to the provisions of the law.
- Representing members to participate and make recommendations to competent agencies on guidelines and policies related to the Association's field of operation according to the provisions of law.
- Disseminate and foster knowledge for members; guide members to comply with laws, regimes, policies of the Party and State, Charter, regulations, and regulations of the Association.
- Cooperate in exchange, information, and communication on creative development and copyright protection of literary and artistic works according to the provisions of law; connect creative development and copyright protection of literary and artistic works; organize conferences, seminars, fairs, exhibitions, and other activities in accordance with the field of activity, principles, purposes, and according to the provisions of law.
- Release documents, media publications, and electronic information pages to support creative development and copyright protection of literary and artistic works in accordance with the principles and operational purposes of the Association and the provisions of law.
- International cooperation in the field of creativity and copyright of literary and artistic works according to the provisions of law.
- Mediate disputes, resolve feedback, recommendations, complaints, and denunciations within the Association according to the provisions of law.
- Develop and promulgate codes of ethics in the Association's activities.
- Manage and use the Association's funding sources in accordance with the provisions of law.
- When changing the President and Vice President of the Association; changing headquarters; amending and supplementing the Charter; organizing Congress; establishing legal entities under the Association; When signing to join international organizations, corresponding national organizations must report to competent state agencies according to the provisions of law,
- The establishment of a representative office of the Association in another locality must require permission from the Provincial People's Committee where the representative office is located and report in writing to the competent state agency according to the provisions of the law.
- Annually, organize a summary and report on the organization and activities of the Association to the Ministry of Home Affairs and the Ministry of Culture, Sports, and Tourism according to the provisions of the law.
- Comply with the instructions, checks, and inspections of competent state agencies in compliance with the law.
- Prepare and maintain at the Association's headquarters a list of members, representative offices, and affiliated units of the Association; Books and documents on assets and finances of the Association and its representative offices; Minutes of meetings of the Executive Board and the Association's Standing Committee.
- Perform other tasks when requested by competent authorities.
The powers of the Vietnam Copyright and Creativity Association are specified in Article 6 of the Charter of the Association for Creativity and Copyright of Vietnam issued with Decision 790/QD-BNV in 2021, including :
- Propagate the Association's principles and operating purposes.
- Represent members in domestic and foreign relations related to the functions and tasks of the Association according to the provisions of the law and the Association's Charter.
- Protect the legitimate rights and interests of members in accordance with the principles and operating purposes of the Association according to the provisions of law.
- Participate in programs, projects, research topics, consulting, criticism, and social assessment at the request of state agencies; provide public services on issues within the Association's field of operation in accordance with the provisions of law.
- Participate in legal documents related to the Association's activities and make recommendations to competent state agencies for issues related to the development of the Association and the areas in which the Association operates in accordance with the provisions of law. To organize training, refresher courses, and other service activities according to the provisions of the law.
- Coordinate with relevant agencies and organizations to carry out the Association's tasks according to the provisions of the Association's Charter and the provisions of law.
- Establish a legal entity under the Association in accordance with the field of operation, principles, purposes, and provisions of law.
- Reward members for achievements in Association activities; admit and delete members according to the provisions of the Association's Charter and the provisions of law.
- Raise funds for the Association on the basis of membership fees and income from activities; businesses, and services according to the provisions of law to cover operating costs.
- Receive legal funding sources from domestic and foreign organizations and individuals according to the provisions of law. Receive financial support from the State for activities associated with the tasks assigned by the State (if any).
- Join corresponding domestic and international organizations and sign international agreements according to the provisions of law, and report to the state management agency in charge of the industry and field in which the Association operates and the agency that decides to allow the establishment of the Association upon joining the corresponding international organization and signing international agreements.
