Vietnam Hemophilia Association (hereinafter referred to as the Association) is a voluntary socio-professional organization of doctors, medical staff, and patients and family members of patients related to blood clotting disorders. They have the same goal of gathering, uniting, and working regularly to improve the quality of diagnosis, care, and treatment for people with blood clotting disorders, as well as for everyone interested in research, treatment, and care for patients with this disease.

- Provide information, propaganda, dissemination, guidance, advice, exchange of experiences, self-care and home care methods, and rehabilitation training methods related to blood clotting disorders for members according to the provisions of the law to effectively self-detect the disease and get to a specialized hospital early for diagnosis, treatment, and advice, reducing the risk of bleeding, and early rehabilitation after bleeding stabilizes.
- Represent members in internal and external relations related to the Association's principles, purposes, and operational tasks according to the provisions of law.
- Protect the legitimate rights and interests of members in accordance with the principles and purposes of the Association according to the provisions of law.
- Provide critical advice according to legal regulations on issues related to blood clotting disorders at the request of organizations and individuals.
- Participate in providing opinions on legal documents related to the content of blood clotting disorders according to the provisions of the law. Make recommendations to competent state agencies on guidelines, policies, mechanisms, plans, and development programs related to the development of the Association and the field of blood clotting disorders.
- Publish the Association's publications according to the provisions of the law to foster, improve knowledge, and update information. Information, propaganda, and dissemination of the Association's purposes and activities at home and abroad according to the provisions of law.
- Establish organizations with legal status under the Association according to the provisions of law.
- Raise funds for the Association on the basis of members' membership fees and revenues from other service activities according to the provisions of the law to cover operating costs. Receive legal funding sources from domestic and foreign organizations and individuals according to the provisions of the law. The use of the Association's funds must comply with the provisions of the law and be consistent with the characteristics of the Association. Annually report income and expenditure settlement according to the provisions of law.
- Cooperate with domestic and foreign organizations and individuals according to the provisions of law to exchange and learn experiences; enlist help and create conditions for the Association to develop more and more.
- Join as a member of international and regional associations in the field related to blood clotting disorders according to the provisions of the law.
- Exercise other rights as prescribed by law.

- Comply with legal regulations related to the organization and activities of the Association. Organize and operate according to the approved Charter of the Association. Do not take advantage of the Association's activities to harm national security, social order, morality, the fine customs and traditions of the nation, or the legitimate rights and interests of individuals and organizations.
- Gather, unite, and help members in learning, researching, and updating information activities to improve professional qualifications, improve the quality of diagnosis, treatment, and patient care, and strengthen the Association's activities.
- Consulting, training, studying, visiting, seminars, and applying new scientific and technical advances to improve members' qualifications in all aspects according to the provisions of law.
- Comply with the guidance, inspection, and supervision of competent state agencies in compliance with the law and the Association's Charter.
- Mediate disputes and resolve complaints and denunciations within the Association according to the provisions of law.
- Develop and promulgate ethical rules in the Association's activities.
- Manage and use the Association's funding sources in accordance with the provisions of law.
- Perform other tasks when requested by competent authorities.
