1. What is the Vietnam Blind Association?

Vietnam Blind Association is a social organization assigned by the Party and State to gather and unite Vietnamese blind people into the Association; working together for the legitimate rights and interests of members on the basis of promoting the implementation of the United Nations Convention on the Rights of Persons with Disabilities and the Law on Persons with Disabilities in order to improve the lives of the blind; promoting the construction of a barrier-free environment, creating conditions for the blind to participate equally in social activities; and contributing to the realization of the goal of "Rich people, strong country, democracy, justice, and civilization".

The Association has close relationships with unions and social organizations. The Association is a member of the Vietnam Fatherland Front, the Vietnam National Committee for People with Disabilities, the World Association of the Blind, and the Asia-Pacific region.

2. Powers of the Vietnam Blind Association

The powers of the Vietnam Blind Association include:

- To propagate the principles and activities of the Association; guidelines and guidelines of the Party, policies and laws of the State to cadres, members and the community.

- To protect the legitimate rights and interests of members in accordance with the principles and purposes of the Association in accordance with the law.

- To participate in programs, projects, research topics, consulting, and criticizing policies in accordance with the law; providing services on issues in the field of activities of the Association in accordance with the law.

- To propose competent state agencies to develop mechanisms and policies directly related to the blind and the development of the Association. To organize activities to support education, training, vocational education, and job creation; organize training and retraining of skills and knowledge for members, the blind, and other service activities as prescribed by law.

- To coordinate with relevant agencies and organizations to perform the Association's tasks.

- To establish organizations with legal status directly under the Association to perform a number of tasks in accordance with the Association's principles, purposes, and areas of operation in accordance with the law and the Association's Charter.

- To be supported with operating expenses associated with tasks assigned by the Party and State in accordance with law; may organize production and service activities in accordance with the Association's principles, purposes, and fields of operation according to the provisions of law and the Association's Charter.

- To mobilize and receive legal funding sources from domestic and foreign organizations and individuals according to the provisions of law.

- To join the respective international organizations and sign and implement international agreements in accordance with the law; to report to the competent state management agencies in the branches and fields in which the Association operates on the accession to the respective international organizations.

3. Tasks of the Vietnam Blind Association

The tasks of the Vietnam Blind Association include:

- Abiding by the guidelines and lines of the Party, policies and laws of the State, the Charter and resolutions of the Association.

- Gathering and encouraging the blind to join the Association, promote homosexuality, solidarity, help each other spiritually and materially, and striving to integrate into family and social life. Consolidate and develop the Association's organization and take care of members with difficult circumstances, female members, and blind children.

- Representing members, making recommendations to competent agencies on guidelines and policies related to the Association's field of operation in accordance with law.

- Mediation of disputes, settlement of recommendations, reflections, complaints, and denunciations within the Association in accordance with the law and the Association's Charter.

- Coordinating with competent agencies to plan and implement life care programs for members contributes to improving the education level, people's intellectual level, creating jobs, and gradually stabilizing the lives of members.

- Mobilize the help of domestic and foreign organizations and individuals in accordance with the law to create conditions to support members in expanding their opportunities to access culture, education, health care, employment, information technology, traffic, and public works and contribute to promoting the socialization of assistance for the blind.

- Manage and use funds of the Association and legal entities under the Association in accordance with the provisions of law and the Association's Charter.

- Publishing and publishing Doi Moi magazine; converting published works into formats accessible to the blind, visually impaired, or otherwise unable to read print as required by law.

- Together with other organizations to perform the membership obligations of the Vietnam Fatherland Front; participate in disease prevention and natural disaster reduction, repel social evils, prevent work accidents, and prevent blindness.

- Annually reporting the organization and operation of the Association to the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs, and the ministries and branches related to the activities of the Association.

- Making and keeping at the headquarters of the Association the application for membership, the list of members and branches; dossiers on the establishment of representative offices, units under and under the Association; books, financial documents, assets, and minutes of meetings of the Board of Directors.

- Performing other tasks when required by competent state agencies and in accordance with law
