1. Tasks and powers of the National Council for Sustainable Development and Competitiveness Improvement in Vietnam

Tasks and powers of the National Council for Sustainable Development and Competitiveness Enhancement include:

- Advising the Government and the Prime Minister to direct:

+ Developing and implementing strategies, policies, programs, tasks, and activities on sustainable development and competitiveness improvement; solutions to implement sustainable development and improve competitiveness; Monitoring and evaluating the implementation of sustainable development goals and targets in Vietnam in accordance with the Vietnam Sustainable Development Strategy Orientation and the Vietnam Sustainable Development Strategy for the period 2011–2020 approved by the Prime Minister, objectives and criteria on improving competitiveness; summarizing the implementation of sustainable development and improving competitiveness in Vietnam;

+ Activities related to the commitments of the Government of Vietnam to the United Nations and internationally within the framework of the United Nations Decade of Education for Sustainable Development (period 2005–2014);

+ Developing national reports on sustainable development and competitiveness; organizing the National Conference on Sustainable Development and the National Conference on Improving Competitiveness.

- Submitting to the Government and the Prime Minister advisory reports and recommendations of the Council on sustainable development and competitiveness improvement.

- Performing other tasks assigned by the Government and the Prime Minister.

2. Organizational structure of Vietnam National Council on Sustainable Development and Competitiveness Improvement

- The Council consists of the President, Vice-Chairmen, and members.

- The Council has 4 specialized committees, including:

+ Committee for Sustainable Economic Development and Competitiveness Enhancement, chaired by the Minister of Planning and Investment;

+ Committee for Social Sustainable Development, chaired by the Minister of Labor, War Invalids, and Social Affairs;

+ Committee for Sustainable Development on Natural Resources and Environment, chaired by the Minister of Natural Resources and Environment;

+ The Committee on the Decade of Education for Sustainable Development of Vietnam is chaired by the Leader of the Ministry of Foreign Affairs.

3. Working Principles of the National Council on Sustainable Development and Competitiveness Enhancement in Vietnam

- The Council works on the principle of democracy, upholds the personal responsibility of the Chairman, the Vice-Chairmen, and the Council members, and follows the conclusions of the Chairman of the Council; The Chairman, Vice-Chairmen, and Councilmembers are responsible for their decisions and advice in the work of the Council.

- Advisory opinions and proposals of the Council are discussed collectively and concluded by the Chairman of the Council.

- For big and complicated issues, it is necessary to organize consultation with experts and scientists before bringing them to the discussion council.

- Activities of the Council through meetings or collecting opinions in writing.

- Council members work on a part-time basis.
