1. Which Ministry does National Academy of Public Administration belong to in Vietnam?

- National Academy of Public Administration is a public non-business unit under the Ministry of Home Affairs.

- National Academy of Public Administration, a special class non-business unit, is a national center performing the functions of training and fostering capacity, knowledge, and skills in administration, leadership, and management for cadres, civil servants, and public employees; human resource training; administrative science research; and advising the Ministry of Home Affairs in the field of administration and state management.

- The National Academy of Public Administration has its own legal status, its own seal, and its own account at the State Treasury. Its head office is located in Hanoi city, and its international transaction name in English is the National Academy of Public Administration, abbreviated as NAPA.

2. What are the tasks and powers of the National Academy of Public Administration in Vietnam?

The National Academy of Public Administration in Vietnam has the following tasks and powers:

(1) Regarding the training of cadres, civil servants, and public employees:

- Assist the Minister of Home Affairs in organizing the implementation of training and retraining programs and contents for cadres, civil servants, and public employees in administration and state management nationwide in accordance with law;

- Foster state management knowledge and skills according to the standards of civil servant ranks and professional titles of public employees as prescribed by law;

- Foster knowledge and skills according to the requirements of leadership, management, and professional positions in accordance with the law;

- Foster and improve professional qualifications and pedagogical methods for state management lecturers in the system of training, retraining, and research institutions;

- Foster knowledge, skills, and professional skills in administration, administration, and state management for leaders, managers, cadres, civil servants, and public employees in the political system and subjects in state enterprises;

- Participate in research, investigation, survey, and assessment of the needs and quality of training for cadres, civil servants, and public employees; conduct research; propose directions for innovation; and improve the quality of training to meet the requirements of state management and the civil service;

- Organize training on training management skills for cadres, civil servants, and public employees in charge of training management and retraining ministries, ministerial-level agencies, and agencies attached to the Government, socio-political organizations at the central level, provinces, and centrally run cities, and a number of other tasks under the direction of the Minister of Home Affairs.

(2) Train at universities for master's and doctoral degrees in accordance with the provisions of the Higher Education Law and current laws.

(3) Regarding scientific research:

- Research administrative science, state management, and policy science for the teaching work of the Academy;

- Research to provide scientific arguments on administrative reform, civil service reform, civil servants,
public policies, strategies, and measures to improve the capacity and quality of the contingent of cadres, civil servants, and public employees and the state administrative apparatus organization suitable to each development stage;

- Participate in the development of programs and projects in the field of administration and state management when assigned by competent authorities.

(4) International cooperation in training, fostering, academic exchange, administrative scientific research, state management, and related fields.

(5) Organize the compilation of training programs and documents for cadres, civil servants, and public employees according to their assigned tasks and powers and as assigned by the Minister of Home Affairs; formulate, promulgate, and develop programs, textbooks, and documents in service of undergraduate and postgraduate training in accordance with law.

(6) Manage embryos and grant diplomas and certificates in the field of training and retraining at the Academy in accordance with the law.

(7) Carry out testing and ensure the quality of training and retraining at the Academy as assigned by the Minister of Home Affairs and in accordance with the law.

(8) Publish and publish journals, newsletters, scientific publications, textbooks, and documents in service of training, fostering, scientific research, administrative, and state management according to the regulations of the Law.

(9) Decide and direct the implementation of the Administrative Reform Program for organizations and units under the Academy.

(10) Carry out internal inspections, settle complaints and denunciations, and prevent and combat corruption, negativity, and waste in the fields of operation of the Academy and in accordance with the law.

(11) Manage the organizational structure, payroll, and number of people working; implement regimes and policies; train and retrain; emulate, reward, and discipline officials and employees of the Academy according to the provisions of law and the decentralization of the Minister of Home Affairs.

(12) Manage the finances and assets assigned in accordance with the law.

(13) Coordinate with units of the Ministry of Home Affairs in formulating strategies, programs, plans, regulations, and legal documents when assigned by competent authorities.

(14) Perform other tasks and powers as assigned by competent authorities and in accordance with law.
