1. Position and functions of Ethnicity and Development Newspaper in Vietnam

Ethnicity and Development Newspaper is the mouthpiece of the Committee for Ethnic Minority Affairs; Forum of Vietnamese ethnic people.

Ethnicity and Development Newspaper has the function of informing and propagating the Party's undertakings and policies, the State's laws, and the direction of the Minister, the Chairman of the Ethnic Minority Committee (hereinafter referred to as the Minister, the Chairman of the Ethnic Minority Affairs Committee) in the field of ethnic work. Information and propaganda on socio-cultural, economic, security, and defense achievements of the country in general, ethnic minority areas, and mountainous areas in particular according to the principles and purposes of the newspaper as specified in the License to Operate the Printing Press No. 97/GP-BTTTT dated March 6, 2017 issued by the Ministry of Information and Communications to the Ethnic and Development Newspaper.

Ethnicity and Development Newspaper is a public non-business unit with revenue, legal status, its own seal, and an account, headquartered in Hanoi city.

2. Tasks and powers of the Ethnicity and Development Newspaper in Vietnam

- Submitting to the Minister, Program Manager, long-term and annual operation plan of the Ethnicity and Development Newspaper and organizing the implementation after approval.

- Publishing and publishing the Ethnicity and Development Newspaper according to its functions and duties as the mouthpiece of the Committee for Ethnic Minorities, the forum of the ethnic Vietnamese, in accordance with the principles and purposes set forth.

- Publishing and distributing the Ethnic and Development newspaper according to the Government's newspaper subscription programs for distribution to ethnic minority and mountainous areas and areas with special difficulties.

- Organizing the publication and distribution of subsidiary publications of the Ethnicity and Development Newspaper in accordance with the provisions of the Press Law and current regulations.

- Organizing content production, managing and operating the website, and the Ethnicity and Development Newspaper.

- Organizing collaborators' seminars and conferences; scientific seminars; coordinating in organizing forums, seminars, and dialogues on ethnic policies and issues of public interest.

- Organizing activities to generate non-business revenue, ensure part of the funding for regular activities of the newspaper, such as publishing newspapers, organizing specialized pages, topics, and advertising; communication activities, events; cooperation, joint ventures, and associations with economic organizations for production, business, and service provision in accordance with the provisions of law.

- Managing the organizational structure, staffing, and documents, and implementing training and retraining policies on journalistic professional skills, for civil servants, public employees, and employees under the management of the Ethnicity and Development Newspaper in accordance with the law and the decentralization of management by the Minister, the Chairman of the Ethnic Minority Committee.

- Managing and using finance, assets, and other revenue sources in accordance with the law.

- Perform other tasks assigned by the Minister, Chairman of the Committee for Ethnic Minorities.

3. Organizational structure of Ethnicity and Development Newspaper in Vietnam

- Ethnicity and Development Newspaper has an Editorial Board and 06 specialized departments and divisions.

- The Editorial Board consists of the Editor-in-Chief and Deputy Editor-in-Chief; specialized divisions and departments have Heads, Deputy Heads, and equivalents; civil servants, public employees, and employees.

+ The Editor-in-Chief is appointed and dismissed by the Minister, the Chairman of the Ethnic Minority Committee, and is responsible to the Minister, the Chairman of the Ethnic Minority Committee, and the law for all activities of the Ethnicity and Development Newspaper.

+ The Deputy Editor-in-Chief is appointed and dismissed by the Minister, Chairman of the Ethnic Minority Committee, at the proposal of the Editor-in-Chief. The Deputy Editor-in-Chief helps the Editor-in-Chief in charge of some tasks of the Newspaper and is responsible to the Editor-in-Chief and the law for their assigned tasks.

+ The Editor-in-Chief of the Ethnic and Development Newspaper appoints and dismisses Heads and Deputy Heads of functional departments and divisions; to sign labor contracts with officials and employees at the actual request of the Editorial Board according to the decentralization of the Chief Minister, after reaching agreement with the Personnel and Organization Department and taking responsibility before the Minister, the Chairman of the Committee for Ethnic Minorities for the appointment of such positions.

- Departments, specialized, and professional departments:

+ Board of Directors.

+ Secretariat.

+ Reporters Department.

+ Ethnicity and Development Electronic Newspaper Board.

+ Board of Readers and Resident Office.

+ Thematic Committee.

- The Editor-in-Chief of the Ethnic and Development Newspaper is responsible for formulating regulations on the functions and tasks of the departments and divisions; and developing the operating regulations of the Newsroom in accordance with the functions and tasks of the Ethnic and Development Newspaper and the provisions of law. Develop projects related to the operation of the Editorial Board, submit them to the Minister, Chairman of the Committee for Ethnic Minorities for approval, and organize the implementation according to regulations.
