Regarding this issue, LawNet would like to answer as follows:
According to Clause 2, Article 5 of Circular 26/2021/TT-BGDDT, scientific research activities of students include:
- Organize implementation of scientific research topics for students;
- Organize knowledge, scientific research capacity, and technology transfer improvement activities for students;
- Organize science conferences, seminars, and forums; competitions for ideas and start-up projects for students. Guide and encourage students to participate in domestic and foreign science and technology awards, exhibitions, academic competitions, and forums for students;
- Organize communication activities regarding science and technology to boost research moral and knowledge regarding intellectual property for students; introduce ideas, start-up projects, and scientific research results of students to domestic and foreign investors and enterprises;
- Commend and propose commendation, praising of students and instructors having meritorious achievements in scientific research activities; honor organizations and individuals making various contributions to scientific research activities of students;
- Other forms of science and technology activities of students as per applicable laws.
Students have the rights to:
- Propose and register scientific research topics;
- Be allowed to employ facility and equipment available in higher education institutions for scientific research;
- Receive funding for scientific research with the amount regulated by higher education institutions;
- Publicize and receive assistance in publicizing research results on science journals, records, and other domestic and foreign science, technology publications as per the law;
- Receive assistance in registering for intellectual property rights for research results as per applicable laws;
- Receive additional scores in academic and training scores; be prioritized for scholarship and competitive titles, forms of commendations as per regulations of higher education institutions;
- Receive other benefits as per the law.

Pursuant to Article 3 of Circular 26/2021/TT-BGDDT, requirements for scientific research activities of students include:
- Suit capacity and goals of students.
- Suit objectives, contents, and training programs which students are pursuing; suit orientations of science and technology activities of higher education institutions.
- Research results hold scientific values, novelty, creativity, and display application of acquired knowledge in reality.
- Conform with applicable laws on science and technology activities.
Expenditure on scientific research activities of students shall be mobilized from the following sources:
- Legal revenues of higher education institutions;
- Donations and aids of domestic, foreign organizations and individuals;
- Other funding sources as per the law.
