What are the procedures for re-issuance of driving license in Vietnam? What is the fee for the re-issuance of driving license? (Internet image)
Regarding this issue, LawNet would like to answer as follows:
The application for re-issuance of driving license are specified in Clause 2, Article 36 of Circular 12/2017/TT-BGTVT, including:
- Written request for renewal or re-issuance of driving license according to form prescribed in Appendix 19 enclosed herewith;c
- Original application in accordance with driving license (if any);
- Health certificate issued by competent medical facilities as prescribed except for re-issuance of A1, A2, A3 class driving license with permanent validity;
- The copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens or unexpired passport for foreigners and overseas Vietnamese.
* Direct Submission: People who request to renew a lost driver's license must follow these steps:
Step 1: Submit a set of documents to the Vietnam Road Administration or the Department of Transport.
Step 2: Take photos directly and present the originals of the above documents (except the originals already sent) for comparison.
Step 3: After 02 months from the date of submitting complete documents, taking photos, and paying fees according to regulations, if it is not discovered that the driver's license is being confiscated and processed by competent authorities and if the name is on the records of the testing management agency, the driving license will be re-issued.

According to Circular 37/2023/TT-BTC, the fee for new, re-issued, and exchanged driving licenses (national and international) is 135,000 VND/time.
From December 1, 2023, to December 31, 2025, the fee for reissuing a driving license when citizens submit online applications is reduced to 115,000 VND/time as prescribed in Circular 63/2023/TT-BTC.
According to Article 17 of Circular 12/2017/TT-BGTVT (amended in Circular 01/2021/TT-BGTVT), regulations on the validity period of driving licenses in Vietnam are as follows:
- The validity period of A1, A2, A3 class licenses is permanent.
- The validity period of B1 class licenses shall expire when drivers reach the age of 55 for female and 60 for male; if drivers are over 45 (female) and over 50 (male), validity period is 10 years since the date of issuance.
- The validity period of A4, B2 class licenses are 10 years since the date of issuance.
- The validity period of C, D, E, FB2, FC, FD, FE class licenses is 05 years since the date of issuance.
- The validity period of driving licenses is written on the license.
Thus, according to regulations, motorbike driving licenses are class A1, A2, A3, accordingly, based on the above regulations, motorbike driving licenses are an indefinite license.
