1. Location and functions of Vietnam Internet Network Information Center

Vietnam Internet Network Information Center is a public service unit under the Ministry of Information and Communications; it performs management functions (including: registration, allocation, discontinuation, suspension, and revocation) and promotes the use of Internet resources in Vietnam; and it establishes, manages, and exploits the National DNS System and National Internet Exchange Station.

International transaction name: Vietnam Internet Network Information Center (abbreviated as: VNNIC).

Vietnam Internet Network Information Center has legal status, its own seal and account for transactions in accordance with the law, and its headquarters is located in Hanoi City.

2. What are the duties and powers of Vietnam Internet Network Information Center?

The tasks and powers of the Vietnam Internet Network Information Center are specified in Article 2 of Decision 1756/QD-BTTTT of 2017, including:

- Implement the issuance, allocation, suspension, and revocation of addresses (IP) and network numbers (ASN) at the national level; check and supervise the issuance, registration, and use of IP addresses and network numbers for organizations and individuals participating in Internet activities.

- Organize the registration of use and carry out the suspension, suspension, and revocation of the Vietnamese national domain name ".vn" and other domain names allocated to Vietnam by the international Internet organization through the Vietnam Internet Network Information Center.

- Set up, manage, and operate the national domain name server (DNS) system. National Internet exchange station; participate in exploiting technologies related to Internet resources and IP protocols.

- Develop and submit to the Minister for approval Internet resource planning, development plans, and investment in building technical infrastructure in accordance with practical requirements.

- Select and sign contracts with Vietnamese national domain name registrars ".vn"; promote the development of registration and use of Vietnamese national domain names ".vn".

- Research, propose, and coordinate with functional units under the Ministry to develop legal documents on Internet resources and the provision and use of Internet services nationwide.

- Represent the Ministry of Information and Communications to participate in activities of international Internet organizations related to Internet resources as assigned and authorized by the Minister.

- Receive reports, manage domain information, and monitor activities providing registration, maintenance, and use of domain names under Vietnamese management.

- Collect, analyze, evaluate, and publish information and data on registration and use of Internet resources; information and data queried through DNS network systems, VNIX National Internet Exchange Station, and technical systems managed by Vietnam Internet Network Information Center according to the provisions of law and assignment of the Minister.

- Collect, manage, and use fees and charges for registration and use of Internet resources according to the provisions of law.

- Train and foster professional expertise on Internet resources as assigned by the Minister.

- Implement international cooperation in system backup exploitation for national domain names; register and maintain Vietnam Internet resources with international organizations; promote Vietnam Internet.

- Coordinate and organize the implementation and monitoring of the results of the implementation of the requirements of the Ministry of Information and Communications for international domain name registrars in Vietnam, telecommunications businesses, and Internet businesses to prevent and stop the dissemination of news sites using international domain names that violate Vietnam's regulations on electronic information site management.

- Coordinate with functional units of the Ministry in the management of activities of associations and non-governmental organizations in the Internet field.

- Ensure safety and security for the national DNS system and national Internet exchange station.

- Provide services related to Internet resources and information technology and participate in related activities in accordance with the functions, tasks, and powers of the Vietnam Internet Network Information Center according to the provisions of the law.

- Manage organizational structure, staffing, and implementation of policies and regimes for officers, employees, and other employees under the management of Vietnam Internet Network Information Center.

- Manage finances, assets, and other assigned resources according to the provisions of the law and the decentralization of the Minister.

- Perform other tasks assigned by the Minister.
