1. Which Ministry does the State Records Management and Archives Agency belong to in Vietnam?
- The State Records Management and Archives Agency is an administrative agency under the Ministry of Home Affairs, performing the function of advising and assisting the Minister of Home Affairs in the state management of records and archives nationwide; managing national archival documents under the Vietnam State Archives; and performing public clerical and archival services according to the provisions of law.
- The State Records Management and Archives Agency has its own legal status, seal, and account according to the provisions of law, and its headquarters are located in Hanoi.

Duties and powers of the State Records Management and Archives Agency are specified in Article 2 of Decision 1199/QD-BNV 2022, including:
- Submit to the Minister of Home Affairs for promulgation or submit to competent authorities for promulgation of legal documents, strategies, schemes, projects, planning, long-term plans; digital transformation, standards, processes, regulations, and economic-technical norms on clerical and archival work.
- Advise and assist the Minister of Home Affairs in implementing state management of clerical and archival work:
+ Propagate, disseminate, educate about law, and organize the implementation of legal documents, strategies, schemes, projects, programs, planning, and long-term plans after being approved by competent authorities;
+ Issue professional guidance documents on clerical and archival work;
+ Check the implementation of legal regulations on records and archives;
+ Professional training and training in clerical and archival skills;
+ Guide and check storage service activities;
+ Build and manage the national electronic document database;
+ Carry out statistics on records and archives nationwide;
+ Carry out emulation and reward work in the field of clerical and archival work;
+ Manage practice certificate blanks and issue professional inspection certificates for competent authorities to issue practice certificates in the field of archives.
- Carry out tasks as assigned by the Minister of Home Affairs and the provisions of law:
+ Manage national archival documents under the Vietnam State Archives, including: guiding and directing the implementation of professional activities of collecting, collecting, supplementing, and authenticating archival documents; editing, determining the value of documents; making statistics; protecting, preserving, and ensuring archival documents; digitizing and building databases; declassifying, compiling, and publishing archival documents; promoting the value of archival documents; performing hosting services;
+ Manage organizational structure; management and employment of civil servants; recruiting, managing, and employing officials and workers according to the provisions of the law and decentralization of the Minister;
+ Carry out international cooperation on records and archives; manage scientific research, application, and transfer of technology for records and archives; modernize physical and technical facilities for clerical and archival work; Build and organize the implementation of the administrative reform program according to the objectives and contents of the state administrative reform program approved by competent authorities, internal political protection, fire prevention, and fighting;
+ Manage finance, assets, capital construction investment, and information technology infrastructure of the Department.
- Perform other tasks assigned by the Minister of Home Affairs.
