What are regulations on national statistical classifications in Vietnam? What is the National statistical investigation program under the law in Vietnam?
According to Article 24 of the Law on Statistics 2015 on National statistical classifications in Vietnam:
(1) National statistical classification is the classification applied universally across multiple sectors and fields nationwide.
(2) The national statistical classification includes:
- Economic sector system;
- Product sector system;
- Lists of imported, exported goods;
- Lists of imported, exported services;
- Lists of administrative units;
- Lists of regions;
- Lists of occupations;
- Lists of education, training;
- Lists of Vietnamese ethnic groups;
- Lists of religions in Vietnam;
- Other national statistical classifications;
(3) The national statistical classification is developed in accordance with international practices and the realities of Vietnam. It is used in state statistical activities, in the development of administrative registration systems, national databases, databases of ministries and central authorities, local databases, and other relevant state management activities.
(4) The Ministry of Planning and Investment of Vietnam presides, in cooperation with ministries and central authorities, over the development, submission to the Prime Minister for issuance of the list and contents of the national statistical classification.
- The national statistical investigation program is decided by the Prime Minister. It is periodically conducted to collect principal information for summarizing statistical indices that belong to the national statistical indicator system.
The national statistical investigation program includes the name of the investigation, purpose, subjects, units, type of investigation, investigation content, period, timing of the investigation, and the leading and coordinating agencies for implementation.
- The Ministry of Planning and Investment presides, in cooperation with ministries and central authorities, to perform the following tasks:
+ Develop, submit to the Prime Minister for issuance or amendment, and supplementation of the national statistical investigation program;+ Guide, inspect, and report on the implementation results of the national statistical investigation program.
(3) The authority to decide on investigations in the national statistical investigation program is defined as follows:
- The Prime Minister decides to conduct a national statistical census;- Ministers, heads of ministry-equivalent bodies, agencies under the Government of Vietnam, the Chief Justice of the Supreme People's Court, the Director of the Supreme People's Procuracy, and the State Auditor General decide to conduct statistical investigations assigned in the national statistical investigation program.

(1) Prohibited acts in state statistical activities and the use of state statistical information include:
+ Fail to perform or perform supply of information in an inadequate manner causing obstructions to the supply of information according to statistical investigation plan, statistical reporting regulation and from administrative data decided by competent state agencies;
+ Falsify statistical information data;
+ Interfere in, force, bride, threaten or entice others to falsify statistical data, information and use of statistical information;
+ Wrongly execute regulations in statistical investigation plan, statistical reporting regulation and use of administrative data for statistical activities; modify information at one’s own initiative during the conduct of inspection, statistical reports and supply of information from administrative data;
+ Report and publish statistical information inaccurately;
+ Disclose statistical information of state confidentiality; disclose unpublished statistical data, information; use data and information from agencies, organizations, and individuals outside statistical purposes without consent of such agencies, organizations, and individuals;
+ Decide statistical investigation and promulgate statistical reporting regulation in opposition with the laws on statistics;
(2) Prohibited acts in statistical activities and the use of statistical information beyond state statistics include:
+ Acts specified in points b, c, and e of clause 1, Article 10 of the Law on Statistics 2015;
+ Collecting, disseminating statistical information categorized as state secrets, infringing upon state interests, rights, and legitimate interests of organizations, individuals.
