1. What is the National Sports Federation?

According to Chapter 1 of Joint Circular 01/1998/TTLT-TCCP-TDTT, the National Sports Federation is a social organization for a sport (or a group of sports), established by decision of the Prime Minister of Vietnam and subject to the State management of the Sports Committee.

The National Sports Federation brings together members and member organizations throughout the country; organizes and operates according to the Charter recognized by the competent State agency and based on the principles of voluntariness and self-management; and is responsible for all of its activities.

The National Gymnastics Federation has legal status as the sole representative of the sport in the country and in the respective regional and International Sports Organizations.

2. Regulations on establishment and dissolution of the National Sports Federation in Vietnam

Regulations on the establishment and dissolution of the National Sports Federation under Section 1 Chapter 2 of Joint Circular 01/1998/TTLT-TCCP-TDTT are as follows:

- For the establishment of the National Sports Federation

+ Considering the development needs of each sport, the Sports Committee shall decide to establish a Campaign Committee to establish the National Sports Federation.

+ Guiding the Campaign Committee to develop drafts: report to the Prime Minister, Charter, program of activities, and other documents according to current regulations of the State so that the Campaign Committee can complete and submit them to the Prime Minister.

+ Expressing opinions to the Prime Minister on allowing the establishment of the Federation.

+ After the Prime Minister's decision permitting the establishment of the National Sports Federation, he directed and guided the Federation to conduct the Congress on the principle of voluntary democracy, ensuring the leadership of the Party and the observance of the laws of the State.

- For National Sports Federation Dissolution

+ Self-dissolution: When a Federation applies for dissolution, the Sports Committee considers the following documents:
Minutes of meetings of the Executive Committee, a report summarizing activities, and reporting on financial settlements, and on that basis, recommending dissolution of the Federation to the Prime Minister

+ Forced dissolution: Proposing to the Prime Minister to force dissolution in case the National Sports Federation does not operate effectively for a long time or there are violations of the law causing serious consequences.

+ When allowed to dissolve, the Sports Committee shall guide, inspect, and supervise the self-dissolution, or force the dissolution.

3. Rights and obligations of national sports federations in Vietnam

Rights and obligations of national sports federations in Vietnam under Article 71 of the Law on Physical Training and Sports 2006 (amended 2018) provide the following:

- To rally, unite and urge their members to participate in the development of their respective sports in the country.

- To propagate about benefits and effects of sports they are in charge of.

- To recommend and propose to competent state agencies mechanisms and policies for the development of sports they are in charge of.

- To mobilize all resources for the development of sports they are in charge of; to conduct sports business and service activities in accordance with law.

- To receive operational costs associated with tasks assigned by the State shall be funded by the State as prescribed in the Law on State Budget.

- To receive donations and contributions of domestic and foreign organizations and individuals and manage and use them in accordance with law.

- To organize and manage national and international sports tournaments in Vietnam according to their competence.

- To manage athletes, coaches and referees of sports they are in charge of; to appoint sports athletes and teams to participate in international competitions.

- To formulate plans and programs on the development of professional sports activities in sports they are in charge of and organize the implementation, management and administration of these plans and programs after they are approved by the Committee for Physical Training and Sports.

- To provide professional guidance for branch and local socio-professional sports organizations.

- To recognize facilities and equipment that meet standards for high-achievement sports tournaments.
