The time and practical content for issuing medical practice licenses are specified in Article 3 of Decree 96/2023/ND-CP of Vietnam's Government as follows:
The practice period for issuing a medical practice license for the title of doctor is 12 months, during which:
The time for professional practical training in medical examination and treatment is 9 months;
The time for professional practical training in emergency resuscitation is 3 months.
The practice period for issuing a medical practice license for the title of physician is 9 months, during which:
The time for professional practical training in medical examination and treatment is 6 months;
The time for professional practical training in emergency resuscitation is 3 months.
The practice period for issuing a medical practice license for the titles of nurse, midwife, or medical technician is 6 months, during which:
The time for professional practical training in medical examination and treatment is 5 months;
The time for professional practical training in emergency resuscitation is 1 month.
The practice period for issuing a medical practice license for the title of clinical nutritionist is 6 months.
The practice period for issuing a medical practice license for the title of emergency medical technician (EMT) is 6 months, during which:
The time for professional practical training in pre-hospital emergency medicine is 3 months;
The time for professional practical training in emergency resuscitation is 3 months.
The practice period for issuing a medical practice license for the title of clinical psychologist is 9 months.
During the practical training process, it is necessary to integrate guidance on legal regulations on medical examination and treatment, professional regulations, medical ethics, patient safety, and communication and behavioral skills for practitioners in medical examination and treatment.
Based on the scope of practice issued by the Minister of Health and specified in clauses 1 to 7 of Article 3 of Decree 96/2023/ND-CP, the practice guiding institution will develop specific practical content for each professional title that the institution plans to organize for practice guidance.
Regulations on bases for guiding medical examination and treatment are specified in Article 5 of Decree 96/2023/ND-CP as follows:
Bases for guiding medical practice for the title of doctor:
For general physicians and preventive medicine doctors: medical examination and treatment facilities licensed to operate as hospitals;
For traditional medicine doctors: medical examination and treatment facilities licensed to operate as hospitals with a scope of expertise in traditional medicine;
For odontostomatology doctors: medical examination and treatment facilities licensed to operate as hospitals with a scope of expertise in odontostomatology.
Bases for guiding medical practice for the title of physician:
For general physicians: medical examination and treatment facilities licensed to operate as hospitals, polyclinics, or communal health stations;
For traditional medicine physicians: medical examination and treatment facilities licensed to operate as hospitals, polyclinics, or communal health stations with a scope of expertise in traditional medicine.
Bases for guiding medical practice for the title of nurse: medical examination and treatment facilities licensed to operate as hospitals.
Bases for guiding medical practice for the title of midwife: medical examination and treatment facilities licensed to operate as hospitals, maternity homes, or communal health stations with a scope of expertise in obstetrics.
Bases for guiding medical practice for the title of medical technician:
For medical laboratory technicians: medical examination and treatment facilities licensed to operate as hospitals, clinics, or laboratory facilities with a scope of expertise in medical laboratory techniques;
For medical imaging technicians: medical examination and treatment facilities licensed to operate as hospitals, clinics, or diagnostic imaging facilities with a scope of expertise in medical imaging techniques;
For dental prosthetics technicians: medical examination and treatment facilities licensed to operate as hospitals, clinics, or prosthodontic facilities with a scope of expertise in dental prosthetics techniques;
For optometry technicians: medical examination and treatment facilities licensed to operate as hospitals, clinics, or optical facilities with a scope of expertise in optometry;
For rehabilitation technicians: medical examination and treatment facilities licensed to operate as hospitals, clinics, or rehabilitation facilities with a scope of expertise in rehabilitation techniques.
Bases for guiding medical practice for the title of clinical nutritionist: medical examination and treatment facilities licensed to operate as hospitals with a specialized department for nutrition.
Bases for guiding medical practice for the title of emergency medical technician (EMT): medical examination and treatment facilities licensed to operate as hospitals or pre-hospital emergency medical facilities.
Bases for guiding medical practice for the title of clinical psychologist: medical examination and treatment facilities licensed to operate as hospitals or clinical psychology facilities. The hospitals must have a scope of expertise in psychiatry or a specialized department for clinical psychology.
