Vietnam: Regulations on early salary step upgrade for professional servicemen

Professional servicemen are Vietnamese citizens with technical and professional qualifications serving in the Vietnam People's Army, recruited according to titles and conferred with professional servicemen ranks.

Professional servicemen in Vietnam can be considered for a salary step upgrade up to 12 months prior to the regulated period in Point a, Clause 1, Article 2 of Circular 65/2014/TT-BQP (24 months for ranks from Second Lieutenant and below, and 36 months for ranks from Lieutenant and above) for exceptional achievements in task performance when meeting the conditions, standards based on Clause 1, Article 3 of Circular 65/2014/TT-BQP, including:

  1. Being rated from mission completion and above by a competent authority in Vietnam.
  2. Not violating any disciplinary action forms such as reprimand, warning, demotion, dismissal, salary downgrade, rank downgrade of professional servicemen, or revocation of soldier title.
  3. Achieving exceptional tasks (awarded the title "emulation soldier" at the grassroots level or higher) recognized by a competent authority by a written decision.
  4. Not yet in the final salary grade in the group, branch, and as of December 31 of the year considering the salary upgrade before the deadline, the remaining time until the regular salary upgrade is 12 months or less.

The early salary step upgrade due to exceptional achievements in task performance shall not be implemented consecutively in the same group or branch.

The ratio of early salary step upgrades for professional servicemen due to exceptional achievements in task performance in one year shall not exceed 10% of the total number of professional servicemen in the agency or unit by December 31 of the year considering the early salary upgrade, except for early salary step upgrades for professional servicemen preparing for retirement.

Early salary step upgrade for professional servicemen holding retirement preparation decisions according to Clause 1, Article 3 of Circular 65/2014/TT-BQP is specified as follows:

Professional servicemen who have a retirement preparation decision, if their time holding the current salary grade meets the two standards specified in Clause 2, Article 2 of Circular 65/2014/TT-BQP (standards (1) and (2) above), have not yet reached the final salary grade in the group, branch, and from the date of the retirement preparation decision until the retirement date, shall be upgraded one salary grade 12 months early.

If the person qualifies for early salary step upgrade due to exceptional achievements in task performance and at the same time qualifies for early grade upgrade upon notification of retirement, they can choose one of the two policies for early salary step upgrade to implement.
