The Ministry of Public Security of Vietnam issued Circular 59/2021/TT-BCA and Circular 60/2021/TT-BCA, in which the latest regulations on procedures for issuance of citizen identification cards (CID card) with chips, specifically as follows:

Step 1: Receive the request for the CID card grant, renewal, and re-issuance.
Citizens directly go to the district-level police office where they permanently or temporarily reside to request the grant, change, or re-issue of a CID card; or through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security to register the time and place for carrying out procedures for applying for, changing, or re-granting CID cards.
In the event a citizen requests the issuance, renewal, or re-issue of a CID card on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, the citizen selects the service and checks his/her information in the National Database. about the population. Whereby:
- In case the information is correct, register the time and place to apply for the CID card. The system will automatically transfer the citizen's request to the police office where the citizen requests.
- In case the citizen's information is not available or has errors, the citizen shall bring lawful papers to prove the information content when going to the police office where the application is received for the grant, renewal, or re-issue of the CID card.
Step 2: The police officer where the request for issuance, renewal, or re-issuance of a CID card is received collects citizen information.
- Search for citizen information in the national population database to compile applications for grant, exchange, and re-issue of CID cards:
- Select the type of CID grant (grant, change, re-issue) and proceed to describe the identity of the citizen.
- Receive fingerprints of citizens:
In the event that 10 fingerprints from the citizen cannot be collected, describe and enter information about the status of the fingerprints not being collected.
- Take portraits of citizens
- Print the receipt of citizen identification information for citizens to check, sign, and write their full names; citizens' information-receiving officers shall check, sign, and clearly write their names.
Step 3: Collect fees as directed.
From July 1, 2021 onward, the fee collection rate shall comply with Vietnam's Circular 59/2019/TT-BTC, specifically as follows:
Change from 9-digit ID card, 12-digit ID card to CID card | 30,000 VND/CID card |
Renew CID card when damaged and unusable; change information about surname, middle name, first name; identity characteristics; re-determination of gender, hometown; there is an error in the information on the card; when a citizen requests it | 50,000 VND/CID card |
Re-issuance of CID card when losing CID card, regain Vietnamese nationality according to the provisions of the Law on Vietnamese nationality | 70,000 VND/CID card |
Note: Cases of exemption or payment of fees shall follow Article 5 of Vietnam's Circular 59/2019/TT-BTC.
Step 4: Issue an appointment letter to return the settlement result
The Public Security Agency shall issue an appointment letter to return the results of the issuance, exchange, and re-issuance of CID cards to citizens.
At the same time, the police agency shall collect the ID cards and CID cards in use in case citizens carry out the procedures to change from ID card to CID card and change CID card.
Currently, only collect the old ID cards when citizens carry out procedures to change their CID card (Clause 3, Article 13 of Vietnam's Circular 07/2016/TT-BCA) and collect the 9-digit ID cards if they are damaged or unclear (photo, ID number and text) according to Article 15 of Circular 07/2016/TT-BCA.
