1. Conditions and Standards for people with meritorious services to the revolution

According to Article 38 of Ordinance 02/2020/UBTVQH14, people with meritorious services to the revolution are those who have provided significant aid to the revolution during difficult and dangerous times and have been recognized by the State under one of the following circumstances:

  • Individuals or family members who were awarded the Commemorative Medal "To Quoc Ghi Cong" or the "Outstanding Contribution to the Nation" Certificate before the August Revolution in 1945;

  • Individuals or family members who were awarded the Resistance Medal;

  • Individuals or family members who were awarded the Resistance Badge.

2. Latest preferential treatment given to people with meritorious services to the revolution

According to Article 39 of Ordinance 02/2020/UBTVQH14, the preferential policies for people with meritorious services to the revolution are as follows:

  • Preferential policies for individuals specified in clause 1 of Article 38 of Ordinance 02/2020/UBTVQH14 include:

    • Monthly allowance; if living alone, additional monthly maintenance allowance;

    • Health insurance;

    • Annual health rehabilitation;

    • Other preferential policies as specified in points c, d, dd, e, g, h, i, and k of clause 2, Article 5 of Ordinance 02/2020/UBTVQH14.

  • Preferential policies for individuals specified in clause 2 of Article 38 of Ordinance 02/2020/UBTVQH14 include:

    • Monthly allowance; if living alone, additional monthly maintenance allowance;

    • Health insurance;

    • Health rehabilitation every two years;

    • Other preferential policies as specified in points e and g of clause 2, Article 5 of Ordinance 02/2020/UBTVQH14.

  • Preferential policies for individuals specified in clause 3 of Article 38 of Ordinance 02/2020/UBTVQH14 include:

    • One-time allowance;

    • Health insurance;

    • Other preferential policies as specified in points e and g of clause 2, Article 5 of Ordinance 02/2020/UBTVQH14.

  • Individuals recognized and receiving preferential treatment as per points a, b, or l of clause 1, Article 3 of Ordinance 02/2020/UBTVQH14 will not receive preferential policies specified in Article 39 of Ordinance 02/2020/UBTVQH14.

According to clause 2, Article 5 of Ordinance 02/2020/UBTVQH14, other preferential policies include:
 

  • Health insurance;
     
  • Health rehabilitation;
     
  • Provision of assistive devices, orthopedic tools, necessary rehabilitation equipment as prescribed by orthopedic and rehabilitation facilities or provincial-level hospitals and above;
     
  • Priority in recruitment, job placement;
     
  • Support for academic advancement up to university level in national education institutions;
     
  • Housing improvement based on specific contributions, personal circumstances, or when experiencing housing difficulties;
     
  • Exemption or reduction of land use fees when allocated residential land by the state, converting land use purpose to residential land, or when purchasing state-owned residential housing;
     
  • Priority in land allocation or leasing, water surface or sea surface leasing; priority in forest protection and development contracts;
     
  • Preferential loans for production and business purposes;
     
  • Tax exemption or reduction as per legal provisions.

 

3. Preferential treatment given to faimilies of people with meritorious services to the revolution

According to Article 40 of Ordinance 02/2020/UBTVQH14, preferential policies for the faimilies of people with meritorious services to the revolution include:

  • A one-time allowance for the relatives when the people with meritorious services to the revolution die without having received preferential allowances.

  • A one-time allowance equal to three months of the current monthly allowance for the relatives when the individuals specified in clauses 1 and 2 of Article 38 of Ordinance 02/2020/UBTVQH14 die while receiving monthly allowances.

  • Funeral allowance for the person or organization arranging the funeral when the people with meritorious services to the revolution die.
