What does the code on the current citizen identification card mean? - Ngoc Ha (Ha Giang, Vietnam)
According to Clause 1, Article 3 of the Law on Citizen Identification 2014, Citizen identification means basic information about the origin and identity of a citizen in accordance with the Law on Citizen Identification 2014.
Vietnam: Meaning of the Citizen Identification Number (Internet image)
Article 15 of the Law on Citizen Identification 2014 stipulates that information to be collected and updated includes:
- Information specified in Clause 1, Article 9 of the Law on Citizen Identification 2014;
- Portrait picture;
- Characteristics for identification;
- Fingerprints;
- Other family names and first names;
- Number, and date and place of issuance, of people’s identity card;
- Occupation, except in-service army men;
- Educational level;
- Date on which a citizen notifies the loss of his/her people’s identity card or citizen identity card.
In case the information specified in Clause 1 of Article 15 of the Law on Citizen Identification 2014 is not yet available or is insufficient in the national population database, the citizen identification database and archives and residence database, citizens shall supplement information upon carrying out procedures for the grant, renewal or re-grant of citizen identity cards.
Article 9 of the Law on Citizen Identification 2014 (amended by Clause 1, Article 37 of the Law on Residence 2020) stipulates that information to be collected and updated includes: - Family name, middle name and first name given upon birth; - Date of birth; - Sex; - Place of birth registration; - Native place; - Ethnicity; - Religion; - Nationality; - Martial status; - Permanent residence; - Temporary residence; - Declaration of temporary absence; - Current residence; - Relationship with household head; - Blood type, available at the citizen's request and upon presentation of their blood type test result; - Family name, middle name and first name, identity card number and nationality of father, mother, spouse or legal representative; - Family name, middle name and first name, and identity card number of household head and household members; - Death or missing date. |
According to the provisions of Decree 137/2015/ND-CP and Circular 59/2021/TT-BCA, the code shown on the current citizen's identity card is the individual identification number of that citizen.
Personal identification number is a sequence of natural numbers consisting of 12 numbers, showing the following information:
- The first 03 numbers: is the code of the province, city directly under the central government or the country code where the citizen registers his birth as specified in Appendix I and II issued together with Circular 59/2021/TT-BCA .

- The next 01 digit: is the birth century code, the citizen's gender code - the number corresponding to the gender and the century the citizen was born is applied as follows:
+ 20th century (from 1900 to the end of 1999): Male 0, female 1;
+ 21st century (from 2000 to the end of 2099): Male 2, Female 3;
+ 22nd century (from 2100 to the end of 2199): Male 4, female 5;
+ 23rd century (from 2200 to the end of 2299): Male 6, female 7;
+ 24th century (from 2300 to the end of 2399): Male 8, female 9.
- Next 02 digits: is the citizen's year of birth code: Shows the last two digits of the citizen's year of birth.
For example: Citizen born in 1999, the citizen's year of birth code will be 99.
- The next 06 numbers: are random numbers.
