Vietnam: Latest procedure to confirm residence information

The Ministry of Public Security of Vietnam issued Decision No. 5548/QĐ-BCA-C06 (takes effect from July 06 2021) announced newly issued administrative procedures, including procedures for confirmation of residence information, specifically as follows:

Step 1: Individuals and organizations prepare dossiers in accordance with law.

Dossiers elements:

Declaration of change of residence information (Form CT01 issued together with Circular No. 56/2021/TT-BCA).

Number of dossiers: 01 set.

Step 2: Individuals and organizations submit dossiers at the commune-level police station.

Individuals and organizations submit dossiers according to the form below:

- Submit the application directly to the commune-level police station.

- Submit the application online through online public service portals such as: Online at the Public Service Portal through the National Public Service Portal, or through the Public Service Portal of the Ministry of Public Security of Vietnam, or through the Public Service Portal for resident management reside.

Time to receive dossiers: Office hours on working days from Monday to Friday and Saturday morning (except for public holidays and New Year's Eve as prescribed by law).

Step 3: When receiving the application for confirmation of residence information, the residence registration agency shall check the legality and content of the application:

- If the dossier is complete and valid, the applicant shall receive the application and issue a receipt for the application and an appointment to return the results (form CT04 issued together with Circular No. 56/2021/TT-BCA) to the registrant;

- In case the dossier is eligible but not enough, the application will be supplemented and completed and issued with a slip of instructions for supplementing and completing the dossier (form CT05 issued together with Circular No. 56/2021/TT-BCA) to the registrant;

- In case the application is not eligible, it will be rejected and issued a slip of refusal to receive and handle the application (form CT06 issued together with Circular No. 56/2021/TT-BCA) to the registrant.

Step 4: Based on the appointment date on the Application Receipt Form and the appointment to return the results to receive a notification of the result of settlement of residence registration procedures (if any).

Time limit for settlement: From the date of receipt of valid dossiers, the residence registration agency is responsible for granting certification of information on residence to citizens within 01 working day in case the information contained in the agency is valid national database on population and within 03 working days in case verification is required; in case of refusal to process the confirmation of residence information, it must reply in writing and clearly state the reasons therefor.

Fees and charges: Not specified.

Outcomes of administrative procedures:

- If the application is valid, the residence registration agency will issue a confirmation of residence information (form CT07 issued together with Circular No. 56/2021/TT-BCA).

- In case of refusal to settle the household separation, a written reply must be provided clearly stating the reason (form CT06 issued together with Circular No. 56/2021/TT-BCA).
