Ho Chi Minh City and Southern provinces are currently applying Directive 16/CT-TTg on implementation of urgent measures for prevention and control of COVID-19. According to this, essential goods and services businesses will continue to operate without being closed. So will the clothing stores be closed according to Directive 16?
Pursuant to Clause 3 Article 4 of the Law on Prices 2012 of Vietnam:
Essential goods or services mean goods, services cannot lack for manufacture, life, national defense, security, including: main raw material, fuel, materials, services for manufacture, circulation; products satisfy basic demands of human and defense, security.
On the other hand, basic demands of human are understood as the needs for food, clothing, shelter, etc. Business establishments, clothing stores serve the needs of people to wear, so these are establishments that sell products that meet basic human demands of human.
Besides, Directive 16/CT-TTg clearly stated that: “facilities that provide essential goods or services are allowed to maintain operation”.
Thus, clothing business establishments belonging to the group of facilities are not closed under Directive 16.
However, in each locality, because the epidemic situation develops at different rates, the Provincial People's Committee will have specific instructions to apply Directive 16 in accordance with that local situation. There will be instructions on which facility is allowed to maintain operation under Directive 16. Clothing business owners need to closely follow and understand the instructions in their locality to find out if your business is subject to suspension of operation to serve the prevention and control of the COVID-19 epidemic.
