Vietnam: Guidance on salary grading for public employees in charge of registration

The salary grading for public employees in charge of registration in Vietnam is regulated by Circular 45/2022/TT-BGTVT effective from March 1, 2023.

 

The salary grading for public employees in charge of registration in Vietnam is stipulated in Circular 45/2022/TT-BGTVT effective from March 1, 2023.

1. Principles for salary grading of public employees in charge of registration in Vietnam

- The appointment and salary grading of public employees in charge of registration in Vietnam must be based on the job position, responsibilities, and professional skills currently held, and meet all standards outlined in this Circular.

- When changing and grading into corresponding professional titles of public employees in charge of registration in Vietnam, it is not permitted to combine salary step upgrades or promotion to professional titles of public employees.

2. Guidelines for salary grading of public employees in charge of registration in Vietnam

- From March 1, 2023, if public employees do not meet the conditions and standards for appointment to professional titles in the registration sector as stipulated in Article 4, Article 5, Article 6, and Article 7 of Circular 45/2022/TT-BGTVT, the following applies:

+ If public employees have less than 5 years (60 months) of service until retirement, they shall continue to hold their current grade or professional title and maintain their current salary step;

+ If public employees have 5 years (60 months) or more of service, the employing agency shall, within 3 years (36 months), arrange for the public employees to undertake training to meet the standards of professional titles in the registration sector as stipulated in this Circular.

After this period, if the public employees do not meet the standards stipulated in Circular 45/2022/TT-BGTVT, the head of the public service provider shall consider arranging another suitable job or handle policies according to regulations.

- The professional titles of public employees in charge of registration in Vietnam are applied to the Professional and Technical Salary Scale for officials, public employees in public service providers of the State (Table 3) issued with Decree 204/2004/ND-CP, as follows:

+ The professional title of a Grade I registration public employee is applied with the salary coefficient of public employees type A3, group 1 (A3.1) from the salary coefficient of 6.20 to 8.00;

+ The professional title of a Grade II registration public employee is applied with the salary coefficient of public employees type A2, group 1 (A2.1) from the salary coefficient of 4.40 to 6.78;

+ The professional title of a Grade III registration public employee is applied with the salary coefficient of public employees type A1 from the salary coefficient of 2.34 to 4.98;

+ The professional title of a Grade IV registration public employee is applied with the salary coefficient of public employees type A0 from the salary coefficient of 2.10 to 4.89.

- The salary changing and grading of public employees in charge of registration in Vietnam currently holding salary under grades of officials and public employees to the professional titles in the registration sector stipulated in Circular 45/2022/TT-BGTVT will be implemented according to the guidelines in Clause 2, Section II of Circular 02/2007/TT-BNV. To be specific:

+ salary grading for the professional title of Grade I registration public employee, code V.12.31.01 for public employees currently holding salary type A3, group 1 (A3.1).

+ salary grading for the professional title of Grade II registration public employee, code V.12.31.02 for public employees currently holding salary type A2, group 1 (A2.1).

+ salary grading for the professional title of Grade III registration public employee, code V.12.31.03 for public employees currently holding salary type A1.

+ salary grading for the professional title of Grade IV registration public employee, code V.12.23.04 for public employees currently holding salary type A0.
