On May 6, 2021, the Ministry of Health issued Circular 06/2021/TT-BYT stipulating Criteria and conditions for examination, promotion and the content, form and determination of the successful candidates in the consideration for promotion to the professional title of a health official.
Vietnam: Criteria and conditions for examination and promotion to public health officials beginning July 1, 2021
According to the Circular, public health professionals may register to take the exam or consider for promotion to professional titles in Vietnam when they fully meet the following criteria and conditions:
(1) Holding a professional title with the same first four digits in the professional title code as the professional title registered for or considered for promotion (except when examination or consideration for promotion to a professional title with no adjacent lower rank).
(2) Being graded at the level of completing tasks well or higher in the working year preceding the year of taking the exam or considering promotion to professional titles; having good political qualities and professional ethics; not within the time limit for disciplinary action, not during the implementation of regulations related to public employee discipline specified in Article 56 of the Public Employees Law as amended and supplemented in Clause 8, Article 2 of Vietnam's Public Employees Law as amended and supplemented in Clause 8, Article 2 of Vietnam's Law on public employees.
(3) Possessing the ability, professional qualifications, and expertise to assume a professional title of a higher rank adjacent to the one held currently in the same occupational field.
(4) Fulfilling the diploma and certificate requirements for professional title standards for competition or advancement. If public employees are exempted from exams in foreign languages and informatics as prescribed in Clauses 6 and 7, Article 39 of Vietnam's Decree 115/2020/ND-CP on recruitment, employment, and management of public employees, they must satisfy the following requirements: requirements on foreign language and computer standards of the professional title to be contested or considered for promotion.
(5) Being appointed by a competent agency, organization, or unit to manage or use public employees to take exams or be considered for promotion to professional titles.
(6) Meeting the requirements for the professional title
(7) Being appointed to the title of Professor or Associate Professor in a specialty in accordance with the professional title criteria considered for public employees who are considered for promotion from Class II to Class I.
(8) Being granted a specialized level II degree or a doctorate in a specialty in accordance with the professional title criteria considered for public employees who are considered for promotion from Class III to Class II.
(9) Having qualified for the professional title of medical officer, grade III, for public employees who are considered for promotion from class IV to class III.
Circular 06/2021/TT-BYT takes effect from July 1, 2021, replacing the following Circulars: Joint Circular 56/2015/TTLT-BYT-BNV, Circular 29/2017/TT-BYT and Circular 44/2016/TT-BYT.
