Vietnam: Banking, shopping, and education services to be integrated into VNeID (Internet image)

Regarding this issue, LawNet would like to answer as follows:

On February 11, 2024, the Prime Minister issued Directive 04/CT-TTg on continuing to promote the implementation of the project on population data, identification, and electronic authentication applications to serve the national digital transformation phase 2022-2025, vision towards 2030 in ministries, sectors, localities in 2024 and the following years.

In order to further promote the implementation of Project 06 in 2024, laying the foundation for achieving the goals of the National Digital Transformation Program by 2025 and towards 2030, the Prime Minister has instructed the Ministry of Public Security to carry out the following tasks:

Provide utilities for citizens and social management on the VNeID application, especially social management such as crime reporting, fire and explosion prevention, traffic safety, environmental protection, temporary residence declaration, temporary absence...

Integrate the VNeID application with services for citizens such as banking, shopping, payment, education, healthcare, utilities for vulnerable groups...

- Take charge of advising the Government to propose to the Standing Committee of the National Assembly to develop a Personal Data Protection Law and propose to develop a Data Law in the second quarter of 2024.

- Direct the provision of electronic authentication services in accordance with Decree 59/2022/ND-CP.

- Take charge and coordinate with ministries, sectors, and localities to implement tasks according to the roadmap in Resolution 175/NQ-CP dated October 30, 2023, approved by the Government on the National Data Center project, enhancing international research, learning experiences, and international cooperation.

In addition, assign tasks to the Ministry of Labor - Invalids and Social Affairs to take charge and coordinate with the Ministry of Public Security, State Bank of Vietnam, Social Policy Bank, and related units to study and develop a plan for providing "Social Welfare Account" so that each Vietnamese citizen has a social welfare account linked to their personal identification number on the VNeID application to receive social welfare payments on demand. Connect the Vocational Education Database, the Labor and Employment Database with the National Population Database, to be completed in September 2024.

- The Ministry of Health, in coordination with the Ministry of Public Security, Vietnam Social Security, and Hanoi City, will guide healthcare facilities and citizens to use electronic health record information on VNeID. Evaluate the results and develop a nationwide deployment plan starting from June 2024.

- Vietnam Social Security will expand the implementation of biometric authentication application on chip-embedded Citizen Identification Cards at the One-Stop Division of the Social Insurance Agency nationwide, to be completed in 2024. Continue to integrate Social Insurance Book information into the VNeID application.

- The Ministry of Justice will connect and share data between databases of the Justice sector, such as the electronic household registration database, the national citizenship database, the judicial record database, with the National Population Database, to be completed in June 2024. Take charge and coordinate with the Ministry of Public Security to issue judicial record certificates on VNeID in Thua Thien Hue before proposing nationwide expansion, to be completed in the first quarter of 2024.

- The Ministry of Transport will review and clean up data on driver's licenses and synchronize data on the VNeID application. Coordinate with the Ministry of Public Security to implement the use of driver's licenses on the VNeID application in Binh Duong, to be completed in 2024...
