Vietnam: 04 points to note when making a citizen ID card with a chip from July 1, 2021

Starting from July 1, 2021, the procedure for making a citizen ID card with a chip in Vietnam is carried out according to Circular 59/2021/TT-BCA and Circular 60/2021/TT-BCA. In which, there are many changes in making Citizen ID Cards (CCCD) that citizens need to pay attention to as follows:

1. Beginning July 1, 2021, citizens can apply for citizen ID card registration at their temporary residence or online in Vietnam.

According to Article 10 of Circular 59/2021/TT-BCA and Article 4 of Circular 60/2021/TT-BCA, which stipulates:

Citizens shall apply at competent police authorities where the citizens register for temporary, permanent residence in person for issuance, revision, re-issuance of Citizen Identity Cards.

In case citizens apply for issuance, revision, re-issuance of Citizen Identity Cards online on National public service portal or public service portal of Ministry of Public Security, citizens shall select service, examine and verify their information in National database on population. Whereby:

- In case the information is correct, register the time and place to apply for the citizen ID card. The system will automatically transfer the citizen's request to the police office where the citizen requests.

- In case the citizen's information is not available or has errors, the citizen shall bring lawful papers to prove the information content when going to the police office where the application is received for the grant, change, or re-issue of the citizen ID card.

Previously, people only carried out procedures for granting citizen ID card at places where citizens permanently resided. In addition, they only issue citizen ID cards with chips to temporary residents in some big cities. However, from July 1, 2021, citizen ID cards with chips will be issued at places where people temporarily reside and online nationwide.

2. It is not required to present a certificate of ID number when there is a citizen ID card with a chip in Vietnam.

From July 1, 2021, the absence of the need to present a certificate of ID number in case the QR code on the citizen ID card has a chip containing the old ID card number will apply nationwide, specifically:

The QR code on the citizen ID card has information about the old ID card number. Agencies, organizations, and individuals check information about the old ID card number by scanning the QR code, without requiring citizens to provide a Certificate of Identity Card number.

- In case there is no information on the old ID card number in the QR code on the citizen ID card with the chip, the police agency where the citizen ID card application is received is responsible for granting a certificate of the old ID card number to the citizen when it is available. request.

From July 1, people do not need to present a confirmation of ID number when the QR code on the citizen ID card has full information.

In addition, the certificate of ID number is only issued if the QR code on the citizen ID card with the chip has no information about the old ID card number. The police agency where the citizen ID card application is received is responsible for issuing a certificate of ID number. (Previously, when changing from a 9-digit ID card to a citizen ID card with a chip, people were granted a certificate in all cases).

3. Revok old ID card when switching to citizen ID card in any cases in Vietnam

Specifically, in Clause 3, Article 11 of Circular 59, it stipulates as follows:

Collect ID Cards, current Citizen Identity Cards in case citizens apply for conversion from ID Cards to Citizen Identity Cards or revision of Citizen Identity Cards.

Currently, it is only regulated to collect used citizen ID cards in case citizens carry out procedures to change citizen ID cards (Clause 3, Article 13 of Circular 07/2016/TT-BCA) and collect 9-digit ID cards if damaged, peeling, or damaged. unclear (photo, ID number, and text) according to Article 15 of Circular 07/2016/TT-BCA.

Thus, from July 1, 2021, people will have their old IDs taken back in all cases of changing from ID to citizen ID card (no longer cutting corners and then returning them as now).

4. The deadline for issuing citizen ID cards with chips starting from July 1, 2021 in Vietnam

The time limit for the issuance of citizen ID cards with chips shall comply with Article 11 of Circular 60, specifically as follows:

- For dossiers received by the district-level police or the police department for administrative management of social order, within 02 working days after receiving the complete dossiers, the Director of the Police Department for administrative management of social order must complete the processing, approval and printing of citizen ID cards.

- At the Police Department for administrative management of social order:

- For electronic data transferred by the receiving unit for grant, change, or re-issue of citizen ID card by the police of the provinces and centrally-run cities, within 03 working days from the date of receipt of sufficient data. The Director of the Police Department for administrative management of social order must complete the processing, approval, and printing of the citizen ID card.

For dossiers received by the National Population Data Center, within four working days after receiving the dossiers, the citizen ID card must be fully processed, approved, and printed.

Within 02 working days after printing the citizen ID card completely, the card must be delivered to the place where the procedures for issuance, replacement, and re-issuance of the citizen ID card are carried out.

Thus, from July 1, 2021, the maximum time limit for people to be issued with a citizen ID card with a chip is eight working days (at the present time, the issuance of a citizen ID card with a chip is made from 07 to 15 working days). working day).
