On July 31, 2024, the Minister of Natural Resources and Environment issued Circular 10/2024/TT-BTNMT, which officially promulgates the new land use right certificate format effective from August 1, 2024.
In Clause 1, Article 44 of Circular 10/2024/TT-BTNMT, the transitional provisions are stipulated as follows:
Article 44. Transitional provisions
1. The blank Certificate of land use rights, ownership of houses, and other properties attached to the land, as prescribed in Circular No. 23/2014/TT-BTNMT dated May 19, 2014, by the Minister of Natural Resources and Environment on the Certificate of land use rights, ownership of houses, and other properties attached to the land, shall continue to be used until December 31, 2024.

Thus, according to the above regulations, the current old land use right certificate format will continue to be issued to the public for land use right certificate registration until December 31, 2024.
The official land use right certificate with QR code from August 1, 2024?
In Article 14 of Circular 10/2024/TT-BTNMT, the QR code on the Certificate is stipulated as follows:
- The QR code printed on the Certificate is used to store and display detailed information of the Certificate and the information for managing the QR code.
- The information retrieved from the QR code has the same value as the information on the Certificate, consistent with the information in the land database or recorded in the cadastral records where there is no land database yet.
- The application of providing a QR code on the Certificate must meet the technical requirements for the QR code in accordance with Vietnam's TCVN 7322:2009 standard (ISO/IEC 18004:2006).
- The QR code on the Certificate must be generated and printed using the same land database management software application at the local level and integrated into the national land database.
- The printed size of the QR code on the Certificate is 2.0 cm x 2.0 cm. The QR code is displayed at the top right corner of page 1 of the Certificate of land use rights, ownership of assets attached to the land for the first-time issued Certificate; for cases where there is a change after the Certificate issuance, the QR code is displayed at the right corner of the column "Changes and legal grounds" at item 6 on page 2 of the Certificate.
Thus, according to the above regulations, from August 1, 2024, the land use right certificate will have a QR code printed at the top right corner of page 1; for cases where there is a change in information after the Certificate issuance, the QR code will be printed at the right corner of the column "Changes and legal grounds" at item 6 on page 2 of the land use right certificate.
Additionally, the QR code printed on the land use right certificate has the same value as the printed information on the certificate used to store, and display detailed information of the land use right certificate and information for managing the QR code.
