1. Training and retraining systems of the Central Highlands Regional Sub-Institute under the National Academy of Public Administration in Vietnam

- University training system of formal and non-formal administration according to majors in administration and state management.

- Administrative training system.

- System of training and retraining lecturers and researchers in administration and state management.

- Specialized training and retraining system.

2. Duties and powers of the Central Highlands Regional Branch under the National Academy of Public Administration in Vietnam

The Central Highlands Regional Sub-Institute has the following main duties and powers:

- Organize training and retraining of knowledge, skills, administrative skills, and state management for the following subjects: cadres, public administrative officials, public service employees of the rank of cadres, experts, and administrative civil servant titles in the Central Highlands region (district and commune levels).

- Organize training on knowledge of law, state management, and administrative management for the People's Council deputies (district and commune levels); organize ethnic language training for cadres, civil servants, and public employees working in the Central Highlands.

- Pre-service training for reserve civil servants in the Central Highlands.

- Formal and non-formal training at the bachelor's level in administration and state management as prescribed by law for the Central Highlands region.

- Intermediate administrative training for the Central Highlands region

- Organizing training, retraining, and providing professional guidance on administration and state management for lecturers at training and retraining institutions for cadres and civil servants in the Central Highlands.

- Organizing training and educational activities according to the objectives of the training programs and professions approved by the Ministry of Education and Training and competent management agencies; issuing the required certificates.

- Research on administrative science and state management; applying scientific and technological advances, organizing the compilation of textbooks and documents in service of the training and retraining of cadres, administrative officers, non-business employees, and state management of the Sub-Institute.

- Implementing international cooperation plans and tasks assigned by the Director of the National Academy of Public Administration.

- Inspecting, examining, settling complaints and denunciations, and handling violations in accordance with the law.

- Building and managing a contingent of cadres, civil servants, public employees, and lecturers; payroll management; implementing the salary regime and regimes and policies on treatment, reward, discipline, training, and professional retraining for cadres, civil servants, and public employees of the Central Highlands Regional Institute according to the provisions of the law and the management decentralization of the Director of the National Academy of Public Administration.

- Financial management, assigned assets; managing the allocated budget, non-business revenues, and other capital sources as prescribed by law.

- The Central Highlands sub-institute enjoys the State's preferential policies for mountainous areas.

- The Central Highlands Sub-Institute may request ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and centrally run cities, and the National Academy of Public Administration send collaborators to participate in teaching, receive and support trainees and students for internships, field surveys, collaboration in administrative scientific research, and state management.

- Performing other duties as assigned, decentralized, and authorized by the Director of the National Academy of Public Administration.

- Science research laboratory.

- Faculty of Training and Retraining.

- Faculty of Fundamental Science.

- Faculty of Basic Science.

- Faculty of Industry and Field Management.

- Faculty of Literature and Administrative Technology.

- Center for Information - Documentation - Library.

- Center for Foreign Languages - Informatics.

The Faculty has specialized subjects.

The establishment, reorganization and dissolution of units of the Central Highlands Regional Sub-Institute shall be decided by the Director of the National Academy of Public Administration at the proposal of the Director of the Central Highlands Regional Branch.
