Chapter 00 of the TPP Agreement is the preamble about the principles and mission upon the establishment of the TPP Agreement.
INTRODUCTION
The Parties to this Agreement, with the purpose of:
ESTABLISHING a comprehensive regional agreement to promote economic integration aimed at liberalizing trade and investment, bringing economic growth and social benefits, creating new opportunities for workers and businesses, contributing to improving living standards, consumer benefits, reducing poverty, and promoting sustainable growth;
STRENGTHENING the friendship and cooperation between the governments and people of the signing Countries;
BUILDING upon the respective rights and obligations under the Marrakesh Agreement Establishing the World Trade Organization;
RECOGNIZING the differences in the levels of development and the diversity of economies;
ENHANCING the competitiveness of their enterprises in the global market and strengthening the competitiveness of their economies by creating opportunities for enterprises, including promoting the development and strengthening of regional supply chains;
SUPPORTING the growth and development of micro, small, and medium enterprises by enhancing their ability to participate in and benefit from the opportunities created by this Agreement;
ESTABLISHING a predictable legal and commercial framework for trade and investment on the principles of mutual benefit;
FACILITATING regional trade by encouraging the adoption of efficient and transparent customs procedures to reduce costs and ensure predictability for the importers and exporters of the Parties;
RECOGNIZING the regulatory rights and available remedies of the Parties to maintain flexibility to set legal priorities, protect public interests, and safeguard legitimate public welfare objectives such as public health, safety, the environment, conservation of exhaustible natural resources, the integrity and stability of the financial system, and social ethics;
RECOGNIZING the right to adopt, maintain, or modify their healthcare systems;
AFFIRMING that state-owned enterprises can play a legitimate role in the diverse economies of the Parties, while recognizing that providing unfair advantages to state-owned enterprises undermines fair and open trade and investment, and establishing rules for state-owned enterprises to create a level playing field with private enterprises, operating transparently and robustly;
PROMOTING high-level environmental protection, including through effective enforcement of environmental laws and advancing sustainable development goals, including through mutually supportive trade, environmental policies, and practices;
PROTECTING and enforcing labor rights, improving working conditions and living standards, enhancing cooperation and the capacity of the Parties on labor issues;
PROMOTING transparency, good governance, and the rule of law, and eliminating bribery and corruption in trade and investment;
RECOGNIZING the important work being done by relevant agencies of the Parties to enhance macroeconomic cooperation in appropriate forums, including issues of exchange rates;
RECOGNIZING the importance of cultural differences between and within the Parties, and acknowledging that trade and investment can expand opportunities to enrich cultural identity and cultural diversity within and outside the country;
CONTRIBUTING to the harmonious development and expansion of world trade, and promotion of broader regional and international cooperation;
ESTABLISHING an Agreement to address the challenges and opportunities of future trade and investment, contributing to the advancement of its priorities over time;
EXPANDING its partnership by encouraging the accession of other countries or separate Customs territories to further enhance regional economic integration and form the foundation of a Free Trade Area of the Asia-Pacific,
HAVE AGREED as follows:
