To review amendments to Law on Physical Training and Sports to clearly Define the Nature of physical training and sports activities in Vietnam

Concerning tasks related to institutions and legal matters within the Strategy for the Development of Physical Education and Sports in Vietnam by 2030, with a vision to 2045, the content is as follows:

- Review and amend the Law on Physical Education and Sports to clearly delineate the nature of physical education and sports activities; supplement and specifically regulate mechanisms, policies for investment development, encouragement, attraction, and preferential treatment in physical infrastructure and technology, the organizational system of physical education and sports, human resources, and talent in sports activities.

Complete the regulations on professional sports, high-performance sports, physical education, and sports for all; physical education and sports education in schools; physical activities for the elderly, people with disabilities, ethnic minorities, and remote, border, island, industrial, and export processing areas; promoting the sports economy connected with ownership rights, transfers, copyright exploitation, sponsorship, sports betting mechanisms, private investment, and resource mobilization in the field of physical education and sports.

- Review and research to propose policies and specific regulations on sports lotteries, in line with international trends and the conditions, characteristics, and legal stipulations of Vietnam, to create necessary legal resources, contributing to the development of physical education and sports as well as socio-economic development.

- Continue to improve specific, suitable regulations on the management and development of sports associated with tourism, entertainment sports, extreme sports, eSports, and new types of sports; on the management and development of markets in physical education and sports activities.

- Enhance administrative reforms, strengthen decentralization in the management of physical education and sports activities; review and gradually consolidate the organizational apparatus of physical education and sports to both meet professional requirements and tasks and fulfill the proper functions and roles of state management.

- Consolidate and enhance the role and capacity of the Vietnam Olympic Committee, Vietnam Paralympic Committee, and national and provincial sports associations; continue to develop the number of associations on physical education and sports. Clearly define management functions and tasks and the coordination mechanism between state management agencies, specialized agencies, and associations in physical education and sports.

- Innovate the criteria and methods for statistical assessment and evaluation of the quality of physical education and sports activities; propose a set of criteria for the development of physical education and sports in the country's socio-economic development plans and those of each locality for the competent authority to consider and decide.

- Complete the system of standards, norms, technical-economic standards, and state mechanisms regarding task assignment, ordering public service provision in the field of physical education and sports.

Application of AI in Athlete Training, Exercise Guidance, and Sports Event Organization in Vietnam

For the group of tasks related to the application of information technology and digital transformation within the Strategy for the Development of Physical Education and Sports in Vietnam by 2030, with a vision to 2045, the content is as follows:

- Develop, operate, and effectively exploit the database system on athletes, coaches, referees, and specialized staff; results and achievements in sports competitions; legal documents, competition laws, training methods, and knowledge on sports nutrition and sports medicine.

- Develop and establish a technical system, tools, and applications of modern information technology in the field of physical education and sports; deploy applications of data analytics, big data exploitation, artificial intelligence (AI) technology, and virtual reality (VR) technology in athlete training, exercise guidance, and sports event organization.

- Develop digital platform-based media products to interact and communicate between state agencies, social-professional organizations, and citizens in the process of providing and using public services and disseminating knowledge and methods of physical education and sports training.

- Complete the information technology infrastructure, information systems, and data serving management tasks and specialized activities in the field of physical education and sports.
