The Government of Vietnam issued Resolution 50/NQ-CP on April 8th, 2023, which required piloting the use of driver's license integrated on VNeID in Binh Duong.
To pilot the use of driver's license integrated on VNeID in Binh Duong, Vietnam
As prescribed in the Resolution 50/NQ-CP dated April 8th, 2023, the Government promulgated as follows:
- The Ministry of Public Security shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications; the Ministry of Transportation and the Ministry of Justice to study solutions to pilot application of VNeID in digital transformation in a number of ministries, branches and localities while waiting for the modification and completion of relevant mechanisms and policies;
- Currently, using VNeID account to clean data and creating new accounts for mobile subscriber information, researching and applying population data, citizen identification cards with electronic chips to public digital signature service provider providing citizen digital certificate service to ensure identity and piloting the use of integrated driver's license on electronic identity accounts in Binh Duong province ;
- Reporting to the Government and Prime Minister solutions to pilot implementation in April 2023.
* Level 1
Pursuant to Clause 1, Article 14 of the Decree 59/2022/NĐ-CP stipulating the registration of a level-1 eID account via the VNeID app that are applied to any Vietnamese citizen who is holding a chip-based ID card as follows:
Step 1: Install VNelD application on mobile phones.
Step 2:
- Enter personal identification number and phone number or email address;
- Provide information according to instructions on VNelD application;
- Take a portrait photo using the mobile device and send the registration request for an eID account to the electronic identification and authentication regulator via the VNeID app.
Step 3: The electronic identification regulator notifies the result of account registration via VNelD application or SMS or email address.
* Level 2
Pursuant to Clause 2, Article 14 of DDecree 59/2022/NĐ-CP stipulating the registration of level-2 eID account as follows:
* In case the applicant has been issued with a chip-based citizen ID card yet.
Step 1: The applicant contacts the Police of the commune, ward or town or the place where citizen ID cards are issued to register an eID account.
Step 2 : The applicant presents his/her chip-based citizen ID card, provides information about his/her phone number or email address and requests any modified information to be integrated into the eID account.
Step 3 : The in-charge officer receives information that the applicant provides and allows such information to be entered in the electronic identification and authentication system; takes the applicant’s portrait photo and fingerprint to have them checked against those available in the citizen ID database and confirms approval for registration for an eID account.
Step 4: The electronic identification regulator notifies the result of account registration via VNelD application or SMS or email address.
* In case the applicant has not been issued with a chip-based citizen ID card yet.
The Police authority proceeds to issue the level-2 eID account as above procedures along with the issuance of a citizen identification card.
Pursuant to Article 18 of Decree 59/2022/NĐ-CP stipulating activation of eID accounts as follows:
- EID holders can activate their eID accounts on the VNelD app within 07 days of receipt of notifications of approval for eID account registration requests.
- Within 07 days after receipt of the notification, if any eID account is not activated, the eID holder must contact the electronic identification and authentication regulator via the receiver switchboard and address issues related to electronic identification and authentication requirements to activate the eID account pending activation.
