The content of the exam and recognition of high school graduation as of 2025 will closely follow the content of the 2018 General Education Program.

Roadmap for implementing the High School Graduation Exam Plan as of 2025 in Vietnam

- The exam plan will be implemented as of 2025.

- Period 2025 - 2030: Maintain a stable paper-based testing method.

- Phase after 2030: Gradually pilot computer-based testing with multiple-choice subjects in eligible localities (can combine paper-based testing and computer-based testing).

When all localities nationwide have sufficient conditions, they will switch to organizing the high school graduation exam on computers for multiple-choice subjects.

- Continue to research according to the roadmap and criteria to build a common library/test question bank when qualified to implement decentralization in localities, educational institutions organize exams to assess output quality at the high school level instead of a national exam, at the same time as today. During implementation, depending on actual conditions, adjustments can be made to ensure compatibility with the country's economic and social context.
