1. Time limit for issuance of bidding professional certificates in Vietnam (newest regulations)

The time limit for issuance of bidding professional certificates in Vietnam according to Article 22 of Circular 02/2024/TT-BKHDT is as follows:

- Within 03 working days from the date of issuance of the decision recognizing the examination results, the unit organizing the examination shall submit to the certifying authority, which revokes and issues bidding professional certificates, the decision on issuing bidding professional certificates.

Within 05 working days from the date of receipt of the submission from the unit organizing the examination, the certifying authority, which revokes and issues bidding professional certificates, shall issue the decision on issuing bidding professional certificates.

The certifying authority, which revokes and issues bidding professional certificates, shall publicly announce the decision on issuing the certificates on the System within 05 working days from the date of issuance.

- Individuals are issued bidding professional certificates for the first time within a maximum of 15 working days from the date of issuance of the decision on issuing the certificates.

- Individuals are reissued bidding professional certificates within a maximum of 07 working days from the date of issuance of the decision on reissuing the certificates.

- Individuals are issued an extension of the validity of bidding professional certificates within a maximum of 07 working days from the date of issuance of the decision on extending the certificates.

2. Regulations on maintenance of bidding professional certificate issuance records in Vietnam

Regulations on maintenance of bidding professional certificate issuance records according to Article 23 of Circular 02/2024/TT-BKHDT are as follows:

- Examination registration records, reissuance, and extension requests of bidding professional certificates shall be stored on the System.

- The unit organizing professional examinations in bidding is responsible for storing related decisions to the examination process for at least 05 years from the date of issuance, including:

+ Decision on forming the Examination Council; decision on forming Sub-committees of the Examination Council;

+ Decision approving the list of eligible candidates;

+ Other related documents to the examination organization.

- The certifying authority, which revokes and issues bidding professional certificates, is responsible for storing related decisions to the issuance, reissuance, and revocation of bidding professional certificates for at least 05 years from the date of issuance, including:

+ Decision recognizing examination results;

+ Decisions on first issuance, reissuance, extension, and revocation of bidding professional certificates.

- Examination sets and answers, examination papers of each exam are stored on the System.

3. Regulations on the Bidding Professional Examination Council

Regulations on the Bidding Professional Examination Council in Vietnam according to Article 12 of Circular 02/2024/TT-BKHDT are as follows:

- The Bidding Professional Examination Council is established by the head of the unit organizing professional examinations in bidding. The Chairman of the Examination Council uses the seal of the unit organizing the examinations when communicating with related organizations and individuals during the examination organization and other related activities.

- The composition of the Bidding Professional Examination Council includes:

+ The Chairman of the Examination Council is the leader of the unit organizing the professional examinations in bidding;

+ Council members.

- The Examination Council is responsible for carrying out the following tasks:

+ Developing the examination organization plan;

+ Submitting to the leadership of the unit organizing the examination for the establishment of Sub-committees of the Examination Council, including: Secretariat - Supervision Committee, Examination - Logistics Committee;

+ Organizing the examinations;

+ Summarizing and reporting examination results;

+ Handling complaints related to the examination;

+ Summarizing examination tasks;

+ Performing other related tasks.

- Working regime of the Examination Council:

+ The Examination Council works based on collective consensus. Decisions of the Examination Council are made by voting with more than 50% agreement of the Council members;

+ The Examination Council holds meetings as convened by the Chairman of the Examination Council. The contents of the meetings are recorded in minutes and stored as prescribed.
