1. Time to receive citizens of Vietnam Social Insurance

- Social insurance agencies at all levels organize regular receptions of citizens on weekdays and irregular receptions of citizens according to Clause 5 of this Article.

- At Vietnam Social Security: The General Director receives citizens periodically on the 20th of every month, if the 20th falls on a Tet holiday, public holiday, or weekly rest day, it shall be done on the next working day; unscheduled reception of citizens under Clause 5 of this Article. In the event that the General Director is busy for work reasons, the Deputy General Director shall be assigned to receive citizens.

Heads of specialized units and heads of non-business units shall coordinate to receive citizens at the request of the Director of the Inspection and Inspection Department.

- At the provincial social insurance agency: the director of the provincial social insurance agency receives citizens periodically every month for at least 01 day; unscheduled reception of citizens under Clause 5 of this Article. In the event that the director is busy for work reasons, the Deputy Director shall be assigned to receive citizens.

Heads of professional sections coordinate with citizens at the request of the Head of Inspection and Inspection Department.

- At the district social insurance agency: the director of the district social insurance agency receives citizens periodically every month for at least 02 days; unscheduled reception of citizens under Clause 5 of this Article. In the event that the director is busy for work reasons, the Deputy Director shall be assigned to receive citizens.

- Heads of agencies receiving unexpected citizens in the following cases:

+ The case is fierce, complicated, involving many people, related to the responsibilities of many agencies, organizations, or units, or the opinions of agencies, organizations, and units are still different;

+ The case, if not directed and considered in time, may cause serious consequences or may lead to the destruction of State and collective property, harm to people's lives and properties, and affect security, politics, social order, and safety;

+ When there is an urgent request at the request of the Director of the Department of Inspection - Examination/Head of the Department of Inspection - Examination/the officer assigned to receive citizens.

2. Vietnam Social Insurance's citizen reception location

- Social insurance agencies at all levels must arrange a separate citizen reception room at a convenient location, with a place for citizens to sit and wait, ensuring spaciousness and courtesy, and having all necessary conditions for receiving citizens; not receive citizens at the offices of civil servants and public employees;

- At the citizen reception room, it is necessary to post up the internal rules for receiving citizens, which must clearly define the duties, powers, and responsibilities of the person receiving the citizens, the rights and obligations of the citizens; prohibited acts in receiving citizens; guide the process of receiving citizens, the process of settling complaints, denunciations, recommendations, and reflections according to the provisions of law; publicize the Leader's schedule of citizen reception, the time for which citizens are usually directly, and publish it on the portal, the agency's website.

3. Citizen reception of Vietnam Social Insurance

- Standards for people on duty to receive citizens:

Persons in charge of receiving citizens must have good moral qualities, a sense of responsibility, professional capacity, and a firm grasp of the Party's guidelines, lines, and policies, laws of the State, regulations on social insurance, unemployment insurance, and health insurance; practical knowledge, ability to mobilize, persuade the masses, enthusiasm, objectivity, fairness, ensure health requirements; and be responsible for assigned tasks.

- Responsibilities of citizen reception:

+ When receiving citizens, the person receiving citizens must ensure that they are dressed in proper attire and uniform, wear official ID cards, or badges and name plates as prescribed;

+ Having a proper attitude, respecting citizens, listening to and promptly receiving complaints, denunciations, recommendations, and reflections; fully and accurately recording content presented by citizens;

+ Explaining and disseminating to citizens the need to abide by the guidelines, policies,  and laws, conclusions, and legally effective settlement decisions of competent agencies; guiding citizens to the right agency or person competent to settle;

+ Receiving and transferring the application to the Agency's Secretariat Department according to regulations and notifying the processing results to citizens;

+ Keeping confidential all information related to whistleblowers according to regulations;

+ Requesting the person who violates the rules of the place of citizen reception to stop the violation; in case of necessity, make a record of the violation and request the competent authority to handle it in accordance with law;

+ Preparing relevant dossiers and documents for the head of the citizen-receiving agency;

+ Performing other tasks assigned by the person in charge of the citizen reception place.
