Regarding this issue, LawNet would like to answer as follows:
- The selection of citizens into the People's Public Security Force is carried out through examinations, except for the cases specified below. The form and content of the exam must be appropriate to the industry and profession, ensuring the selection of people with qualities, qualifications, and abilities that meet the selection requirements.
- Applicants who fall into one of the following cases are selected through admission:
+ Have a doctorate degree, level I specialist doctor, level II specialist doctor, resident doctor, level I specialist pharmacist, level II specialist pharmacist specializing in medicine or pharmacy;
+ In the case of officers, civil servants, and public employees working in ministries and branches at the Central and local levels, or officers and professional soldiers serving in the Vietnam People's Army.
+ Cases specified in Article 2 of Decree 140/2017/ND-CP on policies to attract and create staff from excellent graduates and young scientists.
- In case the number of people registering for recruitment in the exam or admission does not meet the principles specified below, the unit or local police shall report to the Department of Personnel and Organization to synthesize and submit to the Minister for consideration and decision.
- Pursuant to the policies of the Standing Committee of the Central Public Security Party Committee and the leadership of the Ministry of Public Security on personnel work in each period, the Director of the Department of Personnel Organization reports to the Minister of Public Security to consider and adjust the method of selecting citizens to join the People's Public Security Force Security according to the provisions of the law.
Thus, according to the above regulations, officers and professional soldiers will be selected through the selection method.

Article 4, Circular 55/2019/TT-BCA stipulates the conditions for recruitment to the People's Public Security Force as follows:
- Citizens who meet political standards, moral qualities, qualifications, health, age, and aptitude suitable for police work, have aspirations, and if the People's Public Security Force have the needs can be recruited into the People's Public Security Force.
- The People's Public Security Force Security has staffing needs.
- Having technical and professional qualifications, aptitudes, and skills appropriate to the requirements of the position, title, and job being recruited.
- Ensuring selection standards specified in Article 5 of Circular 55/2019/TT-BCA and voluntarily serve in the People's Public Security Force.
For officials, civil servants, and public employees working in ministries and branches at the Central and local levels, or professional officers and soldiers serving in the Vietnam People's Army,the years of work must be classified by the agency or organization (where the citizen works) at the level of good task completion or higher.
Thus, according to the above provisions, in addition to the political conditions, moral qualities, qualifications, health, age, and aptitude suitable for police work, those who have the desire and the People's Public Security Force need can be recruited into the People's Public Security Force Security
In addition, professional officers and soldiers serving in the Vietnam People's Army must be classified by the agency or organization (where the citizen works) during their years of service at the level of good task completion or higher.
