According to Article 2 of Regulation 30-QD/TW dated August 19, 2021, the leadership positions at the Central Government can use assistants and secretaries, including:
(1) Leadership positions are allowed to use assistants:
- General Secretary, State President, Prime Minister, President of the National Assembly, Standing Secretariat of the Secretariat.
- Politburo Commissioner.
- Member of the Secretariat, Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly.
(2) Leadership positions where secretaries are used:
- Leadership position in (1) this section.
- Party Central Committee members; minister and equivalent; Secretary of the Provincial Party Committee, the Party Committee of the City, and the Party Committee of the Central Government.
The process for appointing assistants and secretaries to leadership positions at the Central Government according to Articles 8 and 9 of Regulation 30-QD/TW dated August 19, 2021 is as follows:
* Assistant appointment process:
- Leaders discuss and agree with the leadership team that is the party cadre committee, the party union, or the leader of the agency where the party cadre committee is not established (in central departments, ministries, branches, and units); or with the Standing Committee of the Provincial Party Committee, the City Party Committee, or the Party Committee under the Central Government on the proposed personnel to appoint assistants.
- Organizing an extended leadership collective conference (in central agencies, it is the party cadre committee, party union, leaders of agencies and units, members of the executive committee of the agency's party committee, heads of mass organizations, heads of departments, and the equivalent);
At the provincial, municipal, and central party committees (the executive committee) to collect votes of confidence for the personnel to be appointed assistants (by secret ballot and without announcing the results at the conference).
- The agency's leaders consider the results of the vote of confidence of the expanded leadership collective meeting, vote to introduce the personnel to be appointed (by secret ballot and must obtain more than 50% of the votes of the leadership collective).
- Leaders of agencies, party committees, and organizations complete the appointment dossiers (similar to the dossiers of appointment of officials at the Central management level) and report them to the Secretariat (via the Central Organization Committee) for consideration and decision.
* Secretary appointment process:
- After receiving the opinion of the leader on the proposed personnel to appoint the secretary, the agency's leadership team shall consider and introduce it (by secret ballot and must obtain more than 50% of the votes in favor).
- For the position of secretary for the leadership position at Point a, Clause 2, Article 2 of Regulation 30-QD/TW dated August 19, 2021, leaders of agencies or committees and party organizations shall complete the appointment dossier (such as dossiers on the appointment of leaders and managers) and send it to the Central Organization Board for submission to the Standing Secretariat of the Secretariat for consideration and decision.
For the position of secretary for the position of member of the Party Central Committee; minister and equivalent; The secretary of the provincial Party Committee, the municipal Party Committee, and the Party Committee directly under the Central Government shall be considered and appointed by the collective leadership of the agency according to their competence.
Tasks and powers of assistants and secretaries for central-level leadership positions, according to Article 5 of Regulation 30-QD/TW dated August 19, 2021, are as follows:
* Assistant position:
** Tasks:
- To advise and propose to develop and implement the program and plan of activities of the leaders.
- To actively grasp the situation, research, update information, analyze, advise, and propose contents related to the tasks and powers of the leaders.
- To directly or in collaboration with relevant agencies and individuals to advise and prepare documents, articles, speeches... at the request of the leaders.
- To perform other duties as requested by the leader.
** Powers:
- To coordinate with relevant agencies and individuals to perform tasks; Monitor progress of assigned tasks.
- To be required to provide information and documents for work.
- To be invited to attend and speak in meetings, conferences, and seminars within the scope of work.
*Secretary position:
** Tasks:
- To research and advise in a number of areas as assigned by the leaders.
- To advise, coordinate, and arrange the working schedule of the leaders; to receive, promptly report, and process dispatches and documents; to check documents before submitting them to the leaders for approval and signing for promulgation.
- To coordinate with relevant agencies and individuals to serve, record minutes of meetings chaired by comrades, or prepare work programs that comrades led.
- To perform other duties as assigned by the leader.
** Powers:
- To receive and communicate the opinions of leaders to relevant agencies and individuals.
- To be required to provide information and documents in service of work; to coordinate with relevant agencies and individuals to perform their tasks.
- To be invited to attend meetings as assigned by the leaders and speak when necessary.
