According to Article 4 of the Charter of the Communist Party of Vietnam 2011, the procedures for admission of party members in Vietnam are as follows:
* Party members must:
- Have a voluntary application to join the Party;
- Report your background honestly to the branch;
- Be officially introduced by two party members.
Where the Ho Chi Minh Communist Youth Union is organized, those entering the Party at a young age must be union members and be introduced by the grassroots executive committee and an official party member.
In agencies and enterprises where there is no organization of the Ho Chi Minh Communist Youth Union, people who join the Party must be trade union members, be introduced by the grassroots trade union executive committee, and be official party members.
* Referrer must:
- Be an official member of the Party and work together with the person joining the Party for at least one year;
- Report to the branch on the background, quality, and capacity of the person entering the Party and take responsibility for his/her introduction. If there is anything unclear, report it to the branch and superiors for consideration.
* Responsibilities of branches and committees:
- Before the Party cell considers and proposes admission, the Party Committee re-examines the conditions of the person joining the Party and collects opinions and comments from the mass organizations in which such a person lives.
The issue of the political history of people entering the Party must comply with the regulations of the Central Committee.
- The Party cell considers and proposes admission one by one, when it is approved by at least two-thirds of the official members of the Party cell, it proposes it to the higher level of the Party Committee; when there is a decision of the superior party committee, the branch will organize the admission ceremony one by one.
- The grassroots Party Committee considers the admission, if at least two-thirds of the members at all levels approve, then propose it to the immediate superior level of the Party Committee.
- The Standing Committee of the Party Committee at the immediate superior level of the Party's grassroots organization, or the grassroots party committee, is authorized to consider and decide on admissions one by one.
* Where there are no party members or there are party members but they are not eligible for introduction, the superior level committees directly appoint party members to do propaganda, consideration, and introduction for admission to the Party. Special cases shall be prescribed by the Central Executive Committee.
According to Article 2 of the Charter of the Communist Party of Vietnam 2011, party members have the following duties:
- Absolutely loyal to the Party's revolutionary ideals, strictly abide by the political platform, the Party's charter, the Party's resolutions and directives, and the State's laws; successfully complete the assigned tasks; fully submit to the Party's assignments and maneuvering.
- Constantly studying, practicing, and improving knowledge, working capacity, political qualities, revolutionary ethics, and a healthy lifestyle; fighting against individualism, opportunism, partiality, bureaucracy, corruption, waste, and other negative manifestations. Comply with the Central Committee's regulations on what party members can't do.
- Close contact with the people, respect and promote the people's right to mastery; take care of the material and spiritual life and protect the people's legitimate interests; actively participate in mass work, social work at work and at home; propagandize and mobilize families and people to implement the Party's guidelines and policies and the State's laws.
- Participating in building and protecting the Party's lines, policies, and organization; obeying discipline; maintaining unity in the Party; regularly self-criticizing and critiquing; being honest with the Party; doing party member development work; participating in party activities; and paying party fees in accordance with regulations.
