In accordance with Appendix 49 issued together with Circular 57/2023/TT-BGTVT, the marine medical first aid training program in Vietnam is as follows:
- Purpose
The program is designed to train students on maritime first aid to meet the minimum requirements according to regulation VI/4-1 of the STCW 1978 Convention and its amendments.
- Objectives
After completing the training course, students will achieve the minimum competence in medical first aid as stated in table A-VI/4-1 of the STCW 1978 Convention and its amendments.
Upon completion, students must achieve knowledge and skills in:
+ Mastering basic first aid skills in emergency situations;
+ Proficient use of the first aid kit;
+ Understanding the anatomical structure and functional activities of the human body;
+ Identifying and handling poison risks on board;
+ Conducting a patient examination;
+ Performing proficiently in spinal injury first aid;
+ Mastering first aid for burns, heat and cold exposure;
+ Proficiently handling fractures, dislocations, and soft tissue injuries;
+ Caring for rescued individuals;
+ Providing medical advice via radio;
+ Medication usage and injection techniques;
+ Proficient sterilization techniques;
+ Performing proficiently in CPR, drowning, and toxic gas suffocation.
- Enrollment Standards
Participants must possess a Basic Professional Training Certificate.
- Certificate Issuance
After completing the training program, students will be issued a Medical First Aid Training Certificate as per the regulations.
- Class Organization
+ A direct class should not exceed 25 students. If exceeded, the training facility must arrange additional lecturers and sufficient infrastructure to ensure the quality of the course;
+ Training institutions are allowed to conduct online training for appropriate theoretical content if equipped with an online training management system, with online hours not exceeding 30% of the total program duration.
- Trainer Standards
Instructors and trainers must be qualified general practitioners with appropriately trained assistants.
- Evaluation Methods
Training institutions in Vietnam may choose one or multiple evaluation methods from the following to suit their facility:
+ Written test;
+ Oral test;
+ Multiple-choice test;
+ Practical performance evaluation.

+ Basic emergency first aid skills;
+ Usage of the first aid kit;
+ Structure and function of the human body;
+ Risks and handling of poisoning on board;
+ Patient examination;
+ Spinal injury first aid;
+ Burns, heat, and cold exposure first aid;
+ Fractures, dislocations, and soft tissue injury first aid;
+ Care for rescued individuals;
+ Medical consultation via radio;
+ Medication usage and injection techniques;
+ Sterilization;
+ CPR, drowning, and toxic gas suffocation first aid.
