Criteria for evaluating and ranking the quality of cadres who successfully complete tasks, well complete tasks, complete tasks, and fail to complete tasks are specified in Decree 90/2020/ND-CP and Decree 48/2023/ND-CP (effective as of September 15, 2023) as follows:
Officers who meet all of the following criteria are classified as having excellently completed their tasks:
- Well implementing the provisions of Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP.
- The criteria for the results of the performance of tasks as prescribed by law, according to the set plan or according to the specific tasks assigned, are that they are completed on schedule, with quality assurance, and with high efficiency.
- Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned to complete all targets and tasks in which at least 50% of targets and tasks are exceeded.
- 100% of agencies, organizations, and units under their direct management competence are assessed to have completed their tasks or more, of which at least 70% have completed their tasks well or excellently.

Officers who meet all of the following criteria will be classified as having good job completion:
- Meeting the criteria specified in Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP.
- The criteria for the results of the performance of tasks as prescribed by law, according to the set plan or according to the specific tasks assigned, are completed on schedule, ensuring quality and efficiency.
- Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned to complete all targets and tasks in which at least 80% are completed on schedule, quality assurance.
- 100% of agencies, organizations, and units under their direct management and responsibility are assessed as having completed their tasks or more.
Officers who meet all of the following criteria are graded at the level of task completion:
- Meeting the criteria specified in Clause 1, Clause 2, Clause 3, Clause 4 and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP.
- The criteria for the results of the performance of tasks as prescribed by law, according to the set plan or according to the specific assigned work, have all been completed, and there are not more than 20% of criteria that do not guarantee quality, progress, or low efficiency.
- Leading, directing, and operating agencies, organizations, units, sectors, and fields of work assigned to complete over 70% of the targets and tasks.
- At least 70% of agencies, organizations, and units under their direct management competence are assessed as having completed their tasks or more.
An officer who meets one of the following criteria shall be classified as not completing the task:
- There are signs of deterioration in political ideology, morality, lifestyle, self-evolution, and self-transformation, according to the assessment of competent authorities.
- Having more than 50% of the criteria on the results of task performance as prescribed by law, according to the set plan or according to the assigned specific tasks, which have not yet ensured progress, quality, and efficiency.
- The agency, organization, unit, branch, or field of work assigned to complete less than 50% of the targets and tasks.
- Agencies, organizations, and units directly under their respective management and responsibility for embezzlement, corruption, and wastefulness shall be handled in accordance with the law.
- Violators will be disciplined during the evaluation year.
