According to Decision 210/QD-TW in 2019 on the functions of the Central Council of Literary and Art Criticism:

- The Central Council of Literary and Art Criticism is an advisory body for the Party and the State on the work of literary and art criticism.

- The Council is under the direction of the Party Central Committee, with regular and direct supervision from the Central Committee member, the Secretary of the Central Committee, the Head of the Central Propaganda Department, and the management of the Central Propaganda Department.

Therefore, the Central Council of Literary and Art Criticism is under the management of the Central Propaganda Department.

The tasks of the Central Council of Literary and Art Criticism in Vietnam

The Central Council of Literary and Art Criticism has the following tasks:

- Evaluate the situation of literary and art criticism, creation, publication, and promotion of literature and art.

- Participate in organizing research on literary and art criticism, summarizing practices, and amending and perfecting the Party's views, policies, and laws on literature and art in response to new requirements. Provide advice and training for the workforce in the field of literature and art. Review and support the recognition of literary and art criticism works according to regulations.

- Discover, praise, and increase new elements in literary and art criticism activities, contributing to the development of a rich and healthy literary and artistic life, building the personality and ethics of the Vietnamese people; combat incorrect and reactionary views in literature and art, and protect the literary and artistic line of the Party.

- Expand cooperation and collaboration with individuals involved in literary and art criticism; encourage creativity and scientific exchange, gradually build a theoretical foundation for Vietnamese literature and art in the new period; orient theoretical discourse, critique the function of appraisal, and guide creative literary and artistic activities.

- Strengthen international cooperation in the field of literary and art criticism; provide guidance and orientation for the reception of foreign literary and art theories in Vietnam; discover and correct inappropriate literary and artistic trends and tendencies that do not align with the literary and artistic line of Vietnam.

- Implement other tasks assigned by the Party Central Committee, the Secretary of the Central Committee, and the Head of the Central Propaganda Department.

Organizational structure of the Central Council of Literary and Art Criticism in Vietnam

The organizational structure of the Central Council of Literary and Art Criticism includes:

- The Council consists of no more than 35 members.

+ The Council's Standing Committee: including the Chairman and 5 Deputy Chairmen (3 specialized Deputy Chairmen, 2 Deputy Chairmen with concurrent duties).

+ The Party Central Committee decides on the personnel of the Council Chairman. The Head of the Central Propaganda Department decides on the personnel of the Deputy Chairmen and Council members.

+ The leaders and members of the Council are distinguished researchers, theorists, and critics of literature and art, with credibility, determination, enthusiasm, and good health, and are engaged in theoretical research and criticism in literary and artistic associations, research institutions, and teaching literature and art; they are also leaders of certain media agencies. Attention is given to the age structure and representation of different regions in the Council.

- The units under the Council include: the Council's Office and the Journal of Literary and Art Criticism.

- Regarding payroll

The Central Organizing Committee allocates the payroll quotas for the Council. The Central Council of Literary and Art Criticism uses the expert system and collaborators to serve its work.
