Regarding this issue, LawNet would like to answer as follows:

1. Who is the flight Instructor?

According to Clause 4, Article 3 of Circular 120/2020/TT-BQP, flight Instructor (applies to Air Force Officer Schools) and flight (applies to combat units) is a person who teaches students in flight training and pilots in training and other flight training sessions.

Acting as a flight tester for pilots and flight trainees according to the combat training curriculum (training training curriculum) or directives of their superiors and is responsible for the results and safety of the flight.

2. Technical standards with military flight Instructors in Vietnam

Technical standards for flight instructors in Vietnam according to Articles 22, 23 and 24 of Circular 120/2020/TT-BQP are as follows:

* Standard flight instructor pilot, primary pilot instructor, pilot cum navigator, and military air navigation level 3:

- Technical level of driving, navigation, and ability to perform tasks:

+ Being a flight Instructor, a primary instructor pilot, a pilot cum navigator and non-level military air navigation guide;

+ Having been approved as a lecturer for 100% of the flight departments in the trainee training outline;

+ Having been tested, approved to perform the mission, fly the technical subjects of driving, navigation, and combat applications suitable to the features of the aircraft according to the combat training curriculum, meet the requirements of district training, advanced training, and combat readiness;

+ Working as a flight instructor to train students to fly after 4 courses or more and having at least 7 graduates.

- Standard of flight time:

+ Total cumulative flight hours for jet trainer pilots ≥ 550 hours; for elementary aircraft flight instructor pilots, primary pilot instructors, pilots concurrently navigating and navigating in the air for ≥ 600 hours;

+ The accumulated flight hours on the aircraft in flight for pilots and flight crew members are ≥ 50 hours.

* Standard flight instructor pilot, primary pilot instructor, pilot cum navigator, and military air navigation level 2:

- Technical level of driving, navigation, and ability to perform tasks:

+ Being a flight instructor pilot, main pilot instructor pilot, pilot cum navigator, and military aerial guide level 3;

+ Have been tested, approved to perform tasks, and approved by flight instructors of different departments according to the provisions of Point c, Clause 1, Article 22 of Circular 120/2020/TT-BQP;

+ Work as a flight instructor to train flight students from 7 courses or more and have at least 11 to 13 flight students who have graduated.

- Standard of flight time:

+ Total cumulative flight hours for jet trainer pilots ≥ 800 hours; for elementary aircraft flight instructor pilots, primary pilot instructors, pilots concurrently navigating and navigating in the air ≥ 850 hours;

+ The cumulative flight time on the aircraft for pilots and flight crew members is ≥ 80 hours.

* Standard flight instructor pilot, primary pilot instructor, pilot cum navigator, and military air navigational level 1:

- Technical level of driving, navigation, and ability to perform tasks:

+ Being a flight instructor pilot, main pilot instructor pilot, pilot cum navigator, and military aerial guide level 2;

+ Having been tested and approved to perform the tasks, flight teachers train the subjects according to the provisions of Point c, Clause 1, Article 22 of Circular 120/2020/TT-BQP;

+ Work as a flight instructor to train students to fly after nine courses or more and have at least 14 to 17 flight students who have graduated.

- Standard of flight time:

+ Total cumulative flight hours for jet trainer pilots ≥ 1100 hours; for elementary aircraft flight instructor pilots, primary pilot instructors, pilots cum navigators, air navigation ≥ 1150 hours;

+ The cumulative flight time on the aircraft in flight for pilots and flight crew members is ≥ 120 hours.
