Regarding this matter, LawNet would like to answer as follows:

1. General requirements for electronic portals and electronic information websites of the State agencies

- Complying with the regulations on information provision by State agencies on the network environment in Chapter II of Decree 42/2022/ND-CP on the provision of information and online public services by State agencies on the network environment, Article 28 of the Law on Information Technology 2006, and Article 20 of Decree 64/2007/ND-CP on the application of information technology in the activities of State agencies.

- Complying with the e-Government Architecture Framework, Vietnam's e-Government, and the current e-Government Architecture Framework at the ministerial level for electronic portals and electronic information websites at the ministerial level; and the e-Government Architecture Framework, provincial e-Government at the provincial level for electronic portals and electronic information websites at the provincial level.

- Information of State agencies on the network environment should be stored as structured data, stored in a database, and shared as web services to ensure the ability to connect and share information between the information systems of State agencies.

- Electronic portals or electronic information websites should have backup plans to ensure safe, continuous operation and recovery in case of incidents, except for cases of force majeure as prescribed by law.

- The governing body of the electronic portal or electronic information website should have regulations on the management, operation, and provision of information, including procedures for handling incidents, receiving and handling information violations in accordance with the law.

- Electronic portals or electronic information websites should be monitored using monitoring codes on the e-Government Service Monitor System (EMC System) based on the provided information templates in Appendix I issued with this Circular.

- The structure and layout of the electronic portal and electronic information website.

+ The electronic portal and electronic information website should display labels indicating connections to the EMC System.

+ The electronic portal should display links on the homepage leading to the component pages of the portal.

+ The electronic information website should have links on the homepage leading to the electronic portal it belongs to.

+ Ensuring consistency in color, layout between the portal and its component pages on the Header and Footer interfaces.

- Complying with the regulations on data storage as prescribed by laws on storage, network information security, cybersecurity, and other relevant laws.

- Ensuring compliance with the requirements for specified data as prescribed in Appendix IV issued with Circular 22/2023/TT-BTTTT.

- Requirements for electronic portals

+ Deploy infrastructure capable of expansion according to usage needs.

+ Meet the information security requirements for information systems at level 3 and above.

- Requirements for electronic information websites can be deployed on standard infrastructure, depending on usage needs.

2. Functional requirements for electronic portals and electronic information websites of State agencies in Vietnam

Minimum functional requirements for electronic portals and electronic information websites are specified in Appendix II, issued with Circular 22/2023/TT-BTTTT.

3. Performance requirements for electronic portals and electronic information websites of the State agencies in Vietnam

- Page loading performance for user experience: time to display the first content, time to display the longest content, content loading time, response time, details specified in Appendix II issued with Circular 22/2023/TT-BTTTT.

- System performance includes average response time, slowest response time, concurrent access, number of simultaneous users, and details specified in Appendix II issued with Circular 22/2023/TT-BTTTT.

4. Information security requirements for electronic portals and electronic information websites of the State agencies in Vietnam

- The electronic portal and electronic information website must comply with the regulations on ensuring the security of information systems according to the level and other relevant laws.

- Determination of the level of information security for electronic portals should comply with the regulations in Clause 10 of Article 4 of Circular 22/2023/TT-BTTTT.
