Regarding this issue, LawNet would like to answer as follows:

1. Tasks of the Vietnam Library Association

The tasks of the Vietnam Library Association include:

- Gather and unite librarians, organizations, and individuals related to the library field, promoting their intellectual potential to serve the library cause.

- Propagate and mobilize organizations and individuals interested in library activities; mobilize all resources for the ever-growing library cause.

- Research and propose to the Party and state guidelines, policies, and measures to protect and promote the value of written and non-written cultural heritage in libraries according to the regulations of the Law.

- Propose and coordinate with functional agencies of the Ministry of Culture, Sports, and Tourism and related agencies in fostering and improving the professional qualifications of members, helping members meet professional standards, and maintaining professional activities at a high level.

- Organize and support activities linking economics, science, library services, and information services with agencies, socio-political organizations, and professional organizations to improve the material and spiritual lives of members according to the provisions of law.

- Research, apply, and disseminate scientific and technological achievements into library activities.

- Organize professional services and consulting services for library headquarters design; research and review services of the library's scientific works according to the provisions of law.

- Build and develop operational relationships between different types of libraries, networks, and library networks throughout the country to promote the strengths of the entire industry according to the provisions of law.

- Expand cooperation and exchanges with foreign and international library organizations; encourage and create conditions for members to meet, exchange, and cooperate with library organizations of other countries according to the regulations of the Law. Mobilize and create conditions for the Vietnamese community abroad to contribute their intelligence and strength to build the library cause, contributing to implementing the Party and State's foreign policies and guidelines.

- Protect the legal and legitimate rights of members and member organizations according to the provisions of law.

- Develop new members.

2. Rights and obligations of the Vietnam Library Association

The rights and obligations of the Vietnam Library Association are specified in Article 7 of the Charter (amended) of the Vietnam Library Association issued with Decision 98/QD-BNV in 2012, including:

- Participate in proposing to the Party and state guidelines and policies for library development according to the provisions of the law.

- Organize professional training courses for members.

- Organize scientific conferences and seminars in libraries.

- Organize activities to enhance the promotion of the library profession: Organize displays and exhibitions of books, newspapers, pictures, library technical equipment, and specialized designs for libraries; Participate in domestic and foreign fairs and exhibitions according to the provisions of the law to propagate and introduce library products and activities.

- Participate in the appraisal council established by the Ministry of Culture, Sports, and Tourism and other agencies when invited to recognize and reward scientific works and products of the industry. Participate in consulting and evaluating projects, research topics, training programs, and industry products when requested by agencies and organizations.

- Consider and award awards to scientific research projects on libraries researched by members and organizations of the Association.

- Conduct scientific research projects in libraries.

- Establish joint branches and organizations under the Association according to the provisions of the law and the Association's Charter.

- Relations with international organizations and foreign individuals in the library field according to the provisions of law.

- Publish magazines and other documents in the library field according to the provisions of the law.

- Decide financial issues according to the provisions of the law and the Association's Charter.

- Every year, the Association must report on the organization and operation of the Association to the competent state agency re-stipulating Article 14 of Decree 45/2010/ND-CP and state management agencies in the industries and fields in which the Association operates, no later than December 1 of every year.
