Regarding this issue, LawNet would like to answer as follows:
- Formulating long-term, five-year, and annual programs, projects, and plans for scientific research and technology transfer in the fields of agriculture and forestry to serve the socio-economic development of the whole country, submitting them to competent authorities for approval, and organizing their implementation.
- Scientific research and technology transfer in the following areas:
+ Basic investigation on harmful organisms, beneficial organisms, building a gene bank about organisms in plant protection; preserving and building a set of national standard samples for insects, diseases, weeds, agricultural microorganisms, and natural enemies;
+ Research on pests, diseases, weeds, and other pests harmful to agro-forestry plants and solutions to control them;
+ Research and application of biological measures in plant protection;
+ Studying toxicity, residues, developing pesticides, and using solutions in the direction of food safety, hygiene, and environmental protection;
+ Researching and identifying plant quarantine objects;
+ Research on risk assessment and pest management for safe agricultural production;
+ Participating in research to select and create pest-resistant varieties with high yield and good quality to serve the ecological regions of the country.
- Carrying out surveys and testing real protection drugs.
- Performing the function of agricultural and forestry extension on plant protection.
- International cooperation in research, technology transfer, expert cooperation, and human resource training in the field of plant protection according to the State's regulations.
- Contracts for joint venture and association on scientific research and technology development, testing of new techniques, and training of human resources in the field of plant protection with domestic organizations in accordance with the law.
- Production and business in accordance with the provisions of law.
- Effectively managing and using human resources, funds, and assigned assets in accordance with the law.

* Leader of the Institute:
Leaders of the Plant Protection Research Institute include: Director and Deputy Director.
- The Director: appointed by the Minister of Agriculture and Rural Development at the proposal of the Director of the Vietnam Academy of Agricultural Sciences and is responsible to the Director of the Vietnam Academy of Agricultural Sciences and before the law for all the activities of the Institute;
- Deputy Director: appointed by the Director of the Vietnam Academy of Agricultural Sciences at the proposal of the Director of Plant Protection and responsible before the Director and before the law for the performance of tasks assigned by the Director.
* The professional departments help the director perform the following tasks:
- Organization and Administration;
- Department of Science and International Cooperation;
- Financial Accounting.
The Departments have Heads and Deputy Heads of Departments.
Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Sciences may establish appropriate Departments, but not more than three.
* Research Departments:
- Department of Plant Diseases;
- Department of Entomology;
- Department of Plant Immunology;
- Department of Medicine, Weeds, and Environment;
- The Department of Diagnosis and Assessment of Pests and Natural Enemies;
- Department of Economics on the use of plant protection drugs.
Departments have Heads of Departments and Deputy Heads of Departments.
* Non-business units under the Institute:
Biological Struggle Center.
The Center has a Director and a Deputy Director.
* Plant Protection Development and Consulting Company:
The company is an enterprise under the Institute, operating in accordance with the law.
