1. Position and function of the Institute of Policy and Strategy for Agriculture and Rural Development in Vietnam

- The Institute of Policy and Strategy for Agriculture and Rural Development (hereinafter referred to as the Institute) is a public scientific and technological non-business unit directly under the Ministry of Agriculture and Rural Development has the functions of scientific research, technology transfer, international cooperation, policy consulting, basic investigation, information, training, and services in the field of agriculture and rural development, serving the state management function of the Ministry.

- The Institute of Policy and Strategy for Agriculture and Rural Development has legal status, its own seal, and its own account at the State Treasury and the Bank to operate in accordance with regulations. The Institute's regular operation funding is provided from the state budget in accordance with law.

- Transaction name in English: Institute of Policy and Strategy for Agriculture and Rural Development; abbreviated as IPSARD.

The head office of the Institute is located in Hanoi.

2. Tasks of the Institute of Policy and Strategy for Agriculture and Rural Development in Vietnam

- Developing vision, strategy, and development plan of the Institute.

- Scientific research:

+ Studying strategies and policies in the field of agriculture and rural development as assigned by the Minister and in accordance with law;

+ Research on scientific basis to evaluate master plans, plans, programs, schemes, and projects in the field of agriculture and rural areas;

+ Researching markets, commodity sectors, and international economic integration in the fields of agriculture and rural areas;

+ Researching economy, society, environment, and climate change in the fields of agriculture and rural areas;

+ Research on agricultural and rural institutions.

- Consulting, appraising, and criticizing strategies, policies, master plans, plans, programs, schemes, and projects as assigned by the Minister and prescribed by law.

- Consulting and conducting basic surveys in the field of agriculture and rural areas according to the provisions of law.

- Information:

+ Information on policies and strategies for agricultural and rural development;

+ Market information, trade promotion, and international economic integration;

+ Economic, social, environmental, and climate change information on agriculture and rural areas;

+ Compiling and publishing scientific information publications on agriculture and rural development on the basis of research results and activities under the tasks of the Institute in accordance with the law.

- Participating in training, joint training, retraining, and improvement of professional qualifications according to the provisions of law.

- Scientific and technological service activities:

+ Carrying out service, production, and business activities in accordance with the law;

+ Joint venture and association with organizations, deploying scientific and technological services according to the provisions of law;

+ Providing consulting services, appraising and criticizing strategies, policies, master plans, plans, programs, schemes, and projects as assigned by the Minister and prescribed by law.

- Implementing international cooperation in scientific research, technology transfer, and training on policies and strategies as prescribed by law.

- Preliminary, summarizing, and implementing the reporting, statistical, inspection, and inspection regime according to regulations.

- Developing and submitting to the Ministry of employment position schemes; managing the organizational apparatus, the payroll of civil servants according to ranks; the number of public employees according to professional titles; and employees according to the provisions of law.

- Managing facilities, finances, assets, vehicles, and other resources of the institute in accordance with the provisions of law.

- Performing other tasks assigned by the Minister of Agriculture and Rural Development.
