Regarding this issue, LawNet would like to answer as follows:
- The Tobacco Harm Prevention and Control Fund (hereinafter referred to as the Fund) is a national fund, directly under the Ministry of Health and subject to the state financial management of the Ministry of Finance.
- The Fund is a state financial institution, has legal status, independent accounting, and is allowed to open accounts at the State Treasury or State commercial banks according to the provisions of law.

The Tobacco Harm Prevention and Control Fund is responsible for supporting tobacco harm prevention and control activities as prescribed in Article 29 of the Law on Tobacco Harm Prevention and Control, specifically as follows:
- Communicate about the harmful effects of tobacco and prevent and control the harmful effects of tobacco appropriate to each target group.
- Develop and deploy pilot models for smoke-free communities, agencies, and organizations; develop and replicate effective models.
- Organize community-based campaigns and initiatives on preventing and combating the harmful effects of tobacco; advise on organizing designated areas for smokers in public locations.
- Organize smoking cessation.
- Develop and deploy community-based smoking cessation models, and develop and replicate effective models.
- Research provides evidence to support the work of preventing and controlling the harmful effects of tobacco.
- Build, support, foster, and improve the capacity of a network of collaborators working to prevent and control the harmful effects of tobacco.
- Develop content and organize education about the harmful effects and prevention and control of tobacco into educational programs appropriate to all educational levels.
- Implement solutions to transform industries and occupations for tobacco growers, tobacco raw material processors, and tobacco manufacturers.
- Perform other tasks as prescribed by law.

- Receive financial sources as prescribed in Clause 1, Article 30 of the Law on Tobacco harm prevention to create funding for the Fund's operations.
- Organize the appraisal and approval of the level, time, and form of financial support and sign support contracts for the tasks of preventing and controlling the harmful effects of tobacco according to the provisions of Article 4 of this Charter.
- Regularly and irregularly inspect the implementation of activities and the use of funds for activities supported by the Fund.
- Suspend or terminate financial support for activities that do not comply with the provisions of the support contract.
- Invite and hire experts from domestic and foreign agencies and organizations to participate in activities to prevent and control the harmful effects of tobacco; Organize or coordinate with organizations and individuals to carry out activities to prevent and control the harmful effects of tobacco.
- Refuse requests from organizations or individuals to provide information or resources for the Fund if such requests are contrary to the provisions of the law and this Charter.
- Cooperate with domestic and foreign organizations and individuals to mobilize and receive funding from the Fund.
- Send officers, employees, and employees of the Fund abroad to work, study, exchange experiences, and conduct surveys on tobacco harm prevention according to the provisions of the law.
- Enjoy the salary regime as prescribed in Article 32 of this Charter.
- Other powers as prescribed by law.
