Regarding this issue, LawNet would like to answer as follows:

1. Tasks of party members working in their places of residence

Tasks of party members working in their places of residence according to Article 2 of Regulation 213-QD/TW in 2020 are as follows:

- Set an example of political qualities, ethics, lifestyle, and the pioneering and exemplary role of cadres and party members in front of the people in their residence.

- Be exemplary in performing civic duties; propagating and mobilizing families and people in residential areas to implement the guidelines and guidelines of the Party, policies and laws of the state, and regulations of the locality where they reside.

- Participating fully and seriously in periodic meetings and actively participating in other meetings convened by the local Party Committee. Actively participate in giving opinions to the Party committees, branches, and grassroots Party committees of the place of residence on general local affairs, especially pressing issues in villages, hamlets, and residential quarters.

- Participate in meetings of the people of the place of residence; regularly keep in contact with the Party Committees, heads of villages and hamlets, heads of residential quarters, and working front offices of the places of residence in order to grasp the situation of the people; reflect the opinions of the people to the competent authorities.

- Propagate and mobilize people to contribute ideas to building the Party and the grassroots government, supervise cadres and party members in cultivating and practicing morality and lifestyle; and perform their responsibilities by example.

- Participate in and mobilize family members to participate in campaigns and emulation movements launched by the locality. Mobilize families and people to build close solidarity and cultural life in residential areas.

- Report the results of the performance of the tasks in Article 2 of Regulation 213-QD/TW in 2020 to the branch committee where they work on the occasion of the annual review and evaluation of party members. Timely report to the branch committee of the place of work and residence when moving to another place of residence.

2. Responsibilities of working party members and grassroots party organizations in Vietnam

The responsibilities of working party members and grassroots party organizations according to Article 1 of Regulation 213-QD/TW in 2020 are as follows:

- Party members working in agencies, enterprises, non-business units, armed forces (hereinafter referred to as working party members) have just complied with the provisions of the Party Charter on party activities at work, both have the responsibility to regularly maintain contact with the party organizations and the people where they reside; closeness and attachment to the people; overcome the manifestations of living away from the people, lack of responsibility in the affairs of the people in the place of residence; strengthening the close relationship between the Party and the people; uphold the roles and responsibilities of party members in building the Party and building the grassroots political system.

- Party organizations where party members are working and where party members reside are responsible for creating favorable conditions for working party members to perform their responsibilities and tasks in their place of residence.
at the same time inspect, supervise, comment on, and evaluate the performance of party members.

3. Tasks of grassroots party committees where party members are working in Vietnam

Tasks of grassroots committees where party members are working according to Article 3 of Regulation 213-QD/TW in 2020 are as follows:

- Direct the Party committees and affiliated branches to make a list of party members by place of residence and actively contact the grassroots Party committees and the Party committees and branches where the party members reside to introduce Party members to activities, regularly keep in contact with the Party Committee and the people in the place of residence in accordance with regulations.

Notify in writing the grassroots party committee where the party member resides that he or she knows that the party members of their unit often go on business trips away from their residence, are mobile, or have special tasks to coordinate and create conditions for party members to perform their duties at their residence when such party members have conditions.

- Promptly notify the Party committees, branches, and grassroots Party committees where the party members reside of the number of party members who have been introduced to activities at the place of residence of the change of position or job transfer or who are expelled, removed from the list of party members, or have applied to leave the Party.

- Assume the prime responsibility for and coordinate with the grassroots Party committees of the localities where the party members reside in inspecting and supervising the Party members performing their duties at the place of residence; praise Party members for good performance; and remind, criticize, or consider handling according to regulations for Party members who have not seriously implemented Regulation 213-QD/TW 2020.

- Annually organize to collect comments from the Party committees and branches for their Party members performing their duties at their place of residence. Appoint representatives of the Party Committee to meet and discuss with the Party Committee where the party member resides to understand the situation and get comments before appointing, nominating candidates, or when party members think that the comments of the place of residence are not objective.

- Notify party members about comments and assessments of the party committee at their place of residence at the year-end review and evaluation meeting or when necessary.
