To lead and direct the performance of the functions and tasks of the Party Committee; Together with the Party Committee, the Standing Committee of the Party Committee comprehensively leads the political system at the grassroots in the implementation of the Party's guidelines and policies, the provisions of law in the commune-level area, and performs the following tasks:
- Presiding over and directing the development of working regulations, contents, and annual, quarterly, and monthly work plans of the Executive Board and the Standing Board;
- Assign work to members of the Executive Committee and Standing Committee;
- Direct the development and approval of annual, quarterly, and monthly work plans and regular tasks of the members of the Executive Committee and the Standing Committee;
- Inspect, urge, and coordinate the activities of the members of the Executive Committee and the Standing Board in the implementation of work programs and plans;
- Monitor and evaluate the implementation of the work plan by each member of the Executive Committee and the Standing Committee;
- Directly direct the implementation of resolutions and conclusions of the Executive Board, the Standing Board, and directives and resolutions of the Party and superiors;
- Sign documents according to the working regulations of the Executive Board, the Standing Board;
- Periodically or irregularly report on the operation of the Executive Committee and the Standing Board to the superior Party bodies;
- Direct the preliminary and final review of annual, 6-monthly, quarterly, monthly, and weekly work as prescribed;
- As a representative of the Executive Committee, the Standing Committee of the Party Committee, in working relationships with agencies at commune and superior levels; delegate work to the Deputy Secretary to perform tasks in his absence at the agency according to the working regulations;

To lead and direct the activities of the Standing Committee of the People's Council and the Committees of the Commune-level People's Council. On behalf of the Standing Committee of the Commune-level People's Council, maintain contact with the People's Committee, state agencies, the Standing Board of the Vietnam Fatherland Front Committee, member organizations of the Vietnam Fatherland Front at the same level, other social organizations, and citizens. To perform the Tasks and powers in accordance with the law, the working regulations of the People's Council, and the following tasks:
- Assume the prime responsibility for elaborating the working regulations, contents, and annual, quarterly, and monthly work plans of the Commune-level People's Councils;
- Assign work in the Standing Committee of the Commune People's Council;
- Direct the development and approval of annual, quarterly, and monthly work plans by the Standing Committee of the People's Council and the Committees of the Commune-level People's Council;
- Inspect, urge, and coordinate the activities of Standing members of the Commune People's Council in the implementation of work programs and plans;
- Monitor and evaluate the implementation of work programs and plans by each member of the Standing Committee of the Commune-level People's Council;
- Directly direct the implementation of resolutions and conclusions of the Standing Committee of the Commune-level People's Council and superior state agencies;
- Sign documents according to the regulations and working regulations of the commune-level People's Council;
- Periodically report on the operation of the People's Council and the Standing Committee of the Commune-level People's Council to their superiors;
- Be the representative of the People's Council, the Standing Committee of the Commune People's Council in working relationships with agencies at the commune and superior levels; to authorize the Vice President of the Commune-level People's Council to perform tasks in his/her absence from the agency according to the working regulations of the Commune-level People's Council;

- Lead and direct the performance of organizational tasks and ensure the implementation of the Constitution, laws, and documents of superior state agencies, of the People's Council and the People's Committee of the commune; perform the tasks of national defense and security, ensure social order and safety, fight and prevent and fight against crime and other law-breaking acts; preventing and combating bureaucracy and corruption; organize the implementation of measures to protect properties of agencies and organizations, protect life, freedom, honor, dignity, property, and other lawful rights and interests of citizens; take measures to manage population in the commune-level area according to the provisions of law;
- Manage and organize the effective use of the office, assets, working facilities, and the assigned state budget according to the provisions of law;
- Settle complaints and denunciations, handle law violations, and receive citizens in accordance with the law;
- Authorize the Vice President of the Commune-level People's Committee to perform tasks and exercise powers within the competence of the President of the Commune-level People's Committee;
- Direct the implementation of measures to protect the environment, prevent and fight against fire and explosion; apply measures to deal with unexpected and urgent tasks in the prevention and control of natural disasters, epidemics, security, social order, and safety in the commune-level area according to the provisions of law;
- Perform tasks and powers delegated and authorized by superior state agencies;
- Other tasks as prescribed by the Party, the Law on Organization of Local Governments, relevant laws, and agencies competent to manage cadres.
- Directly direct the fields and areas of work assigned by the President of the commune-level People's Committee; take the initiative in formulating work implementation programs and plans according to fields and locations; use the powers of the chairperson of the commune-level People's Committee when handling affairs; and sign documents when authorized by the chairperson of the commune-level People's Committee;
- Take personal responsibility before the Chairman of the commune-level People's Committee for the assigned field of work and for the decisions on their direction and administration; together with the Chairman of the Commune People's Committee and members of the Commune People's Committee, you are collectively responsible for all activities of the Commune People's Committee before the Party Committee, the Commune People's Council, the People's Committee, and the President of the superior People's Committee. For matters beyond the scope of competence, the Vice President of the Commune People's Committee must report to the Chairman of the Commune People's Committee for consideration and decision;
- When dealing with work, if there is a problem related to the scope and responsibilities of other Vice Presidents of the People's Committee, they shall actively discuss and cooperate to agree on a solution; if there are still different opinions, they shall report them to the President of the commune-level People's Committee for consideration and decision;

The President of the Vietnam Fatherland Front Committee at the commune level shall direct and, together with the members of the Standing Board of the Vietnam Fatherland Front Committee at the commune level, perform the following tasks:
- Convene and chair conferences and meetings of the Vietnam Fatherland Front Committee at commune level;
- Organize the implementation of resolutions, programs of coordination, and unified action every year, every six months, of the Vietnam Fatherland Front Committee at their level and of the Vietnam Fatherland Front Committee at the higher level; guidelines and policies of the Party, provisions of law, resolutions of the People's Council, decisions of the People's Committee related to the tasks and powers of the commune-level Vietnam Fatherland Front Committee;
- Regularly gather the opinions and recommendations of voters and people to reflect on and propose to the Party committees, authorities, the Standing Board of the Vietnam Fatherland Front Committee at higher levels;
- Make suggestions and recommendations to the Party committees and authorities at the same level in the implementation of local policies and laws; implement the provisions of the law on democracy at the grassroots, fight against bureaucracy, corruption, waste, and social evils; supervise the activities of state agencies, cadres, and civil servants according to the Party's regulations and laws;
- Organize the implementation of campaigns, patriotic emulation movements among the People; Front tasks involved in building and consolidating the government; protect the people's legitimate rights and interests; supervise the activities of state agencies, National Assembly deputies, People's Councils at all levels and cadres, civil servants, and public employees; implement the law on the implementation of democracy at the grassroots level; participate in the settlement of complaints and denunciations in the locality;

- Guide the operation of consulting organizations and collaborators of the Vietnam Fatherland Front Committee at commune level;
- Direct the development and promulgation of decisions and regulations on the coordination of the work of their organizations and organize the implementation of such documents;
- Convene and chair conferences and meetings of the Vietnam Fatherland Front Committee at commune level; direct the budget planning, implementation, and settlement of operating expenses; and decide on the allocation of operating funds allocated by the State to their organizations;
- Consider and decide to reward and discipline according to its competence;

- Direct the development of operational regulations for the Executive Committee and the Standing Committee of their organization; work programs and plans; guide the operation of grassroots organizations under the commune-level Youth Union;
- Coordinate with the commune-level local government and socio-political organizations of the same level in mobilizing and guiding their organization's cadres and union members to participate in the implementation of socio-economic, defense-security programs and emulation movements of their organizations according to the programs and resolutions proposed by the superior socio-political organizations;
- Make suggestions and recommendations to the Party committees and authorities at the same level in the implementation of local policies and laws; implement the provisions of the law on democracy at the grassroots, fight against bureaucracy, corruption, waste, and social evils; supervise the activities of state agencies, cadres, and civil servants according to the provisions of the law;
- Organize the implementation of the Party's resolutions, conclusions, and legal regulations; resolutions for members of their organization;
- Prepare content, convene, and chair conferences and meetings of the Executive Board and Standing Committee;
- Direct the budget planning, implementation, and settlement of operating expenses and decide on the allocation of operating funds allocated by the State to their organizations;
- Closely monitor the activities of the movements, periodically inspect, evaluate, and report to the Party committee at the same level and the superior delegation on the activities of their organizations;

- Direct the development and implementation of the operating regulations of the Executive Committee and the Standing Committee of their organization; work programs and plans; guide the operation of branches in villages and residential quarters;
- Coordinating with the commune-level local government and socio-political organizations at the same level in mobilizing and guiding their organization's cadres and members to participate in the implementation of socio-economic, defense-security programs and emulation movements of their organizations according to the programs and resolutions proposed by the superior socio-political organizations;
- Make suggestions and recommendations to the Party committees and authorities at the same level in the implementation of local policies and laws; implement the provisions of the law on democracy at the grassroots, fight against bureaucracy, corruption, waste, and social evils; supervise the activities of state agencies, cadres, and civil servants according to the provisions of the law;
- Organize the implementation of the Party's resolutions, conclusions, and legal regulations; resolutions for its members;
- Prepare content, convene, and chair conferences and meetings of the Executive Board and Standing Committee;

The President of the Vietnam Veterans Association at the commune level shall direct and, together with the members of the Executive Committee, the Standing Committee of the Vietnam Veterans Association at the commune level, perform the following tasks:
- Direct the development of operating regulations for the Executive Committee and the Standing Committee of their organization; working programs and plans, guiding the operation of branches in villages and residential quarters;
- Participate in building and protecting the Party, government, and socialist regime; protect the lives and properties of the People and the State's property; fight against all plots and destructive activities of hostile forces; fight against views that are contrary to the Party's lines and policies and the State's laws; implement the provisions of the law on democracy at the grassroots, fight against bureaucracy, corruption, waste, and social evils; supervise the activities of state agencies, cadres, and civil servants according to the provisions of the law;
- Participate in socio-economic development, consolidating national defense and security; make recommendations to state agencies and local authorities on formulating and organizing the implementation of policies and laws related to Veterans and Veterans' Associations;
- Gather, unite, and encourage Veterans to practice, preserve revolutionary morals and qualities, improve political bravery, knowledge of the Party's lines and policies, the State's laws, knowledge of economy, culture, science, and technology, and perform their civic Tasks well; gather servicemen who have completed their military service to continue promoting the tradition of "Uncle Ho's army", participating in club organizations, the Veterans Affairs Liaison Committee, and other grassroots movements;
