1. Location and functions of Vietnam National Institute of Software and Digital Content Industry

Vietnam National Institute of Software and Digital Content Industry (hereinafter referred to as the Institute) is a public service unit under the Ministry of Information and Communications, performing the function of scientific and technological research, assisting the Minister in research on digital technology, digital solutions, digital platforms serving digital transformation, and promoting national digital transformation.

International transaction name of the Institute: Vietnam National Institute of Software and Digital Content Industry (abbreviated as NISCI).

The Institute is a public science and technology organization with legal status, a seal and an account for transactions in accordance with the law, and an operating budget funded by the state budget, headquartered in Hanoi city.

2. Organizational structure of Vietnam National Institute of Software and Digital Content Industry

* Institute leaders:

Vietnam National Institute of Software and Digital Content Industry has a Director and Deputy Directors.

The Director of Vietnam National Institute of Software and Digital Content Industry is responsible before the Minister and before the law for the results of implementing assigned functions, tasks, and powers.

The Deputy Director assists the Director in managing the Institute's work areas and is responsible before the Director and the law for assigned tasks.

* Organizational structure:

- Functional rooms:

+ Administration - General Department;

+ Digital Technology Department;

+ Digital Transformation Department.

- Affiliated unit: Center for Digital Technology Application and Digital Transformation.

The functions, tasks, and powers of the affiliated units are developed by the Director of the Institute and submitted to the Minister for decision.

The functions, tasks, and powers of the departments are prescribed by the Director.

The working relationship between departments and units under the Institute is regulated by the Director.

- The Institute established an Advisory Council consisting of a number of leading industry experts, scientists, managers, businessmen, and investors with experience in the field of digital technology development and digital transformation to help the Institute's professional work.

- The number of people working at the Institute is established by the Director and submitted to the Minister for decision.

3. Tasks and powers of Vietnam National Institute of Software and Digital Content Industry

(i) Perform tasks serving the state management of the Ministry of Information and Communications

- Research on digital technology, digital solutions, digital platforms, and digital transformation:

+ Research management policies, promote the development of digital technology and digital transformation, and evaluate the impact of policies on digital technology and digital transformation;

+ Research theoretical basis, practical experience, models, and solutions for digital transformation;

+ Research the current status, update development trends, and apply digital technology and digital data;

+ Research and develop criteria and methods for surveying, measuring, and evaluating digital platforms; develop indicators of national digital transformation, the digital economy, and digital society;

+ Research and develop technical standards and regulations in the field of digital technology and digital transformation;

+ Carry out scientific and technological research tasks assigned by the Minister.

- Participate in promoting digital technology development and digital transformation

+ Propose mechanisms and policies to manage and promote digital technology development and digital transformation;

+ Investigate, survey, and measure development indicators of national digital transformation, the digital economy, and digital society;

+ Evaluate, test, and verify software, digital products, and digital platforms;

+ Develop publications on development indicators for national digital transformation, the digital economy, and digital society; disseminate practical experiences promoting digital transformation;

+ Develop training programs and documents on digital transformation;

+ Consult on policies, models, solutions, implementation plans, measurement, and evaluation of digital technology and digital transformation;

+ Participate in developing national digital transformation development programs and plans, focusing on developing digital government, digital economy, digital society, digital infrastructure, digital platforms, and digital human resources to meet the goals of developing digital government, digital economy, and digital society nationwide;

+ Implement schemes and projects to support and promote the development and application of digital technology and digital transformation;

+ Organize seminars, conferences, scientific reports, academic activities,
to gather and assemble a team of experts and scholars to share, disseminate, and accumulate knowledge and experience in the field of digital technology and digital transformation.

(ii) Carry out unit management and development tasks

- Implement digital transformation in the Institute's activities, bringing the Institute's activities to the network environment;

- Organize the implementation of international cooperation projects and programs in accordance with the functions and tasks of the Institute according to the provisions of law and the assignment of the Minister; receive funding and aid from international agencies and organizations in the field of research - development of digital technology and digital transformation in accordance with the provisions of law;

- Proactively develop revenue-generating public service activities related to the functions and tasks of the Institute according to the provisions of law; preserve and develop assigned resources;

- Manage organizational structure, officials, and employees under the unit's management scope; Implement policies and regulations for officials and employees under the management of the unit according to the provisions of the law and the decentralization of the Minister;

- Manage the Institute's finances, assets, records, and documents according to the provisions of the law and the decentralization of the Minister.

(iii) Perform other tasks as prescribed by law or assigned by the Minister.
