1. Position and function of Vietnam Judicial Publishing House

Vietnam Judicial Publishing House is a public non-business unit under the Ministry of Justice, operating in the publishing sector, with the function of publishing publications in order to serve the requirements of state management of the Ministry of Justice, the needs of law research and understanding, training and fostering of legal officers, propaganda, dissemination, and education of law, and contribute to the building of a socialist rule of law state in Vietnam.

The publishing house is under the direct management and direction of the Ministry of Justice and under the state management of publishing of the Ministry of Information and Communications.

- Vietnam Judicial Publishing House is headquartered in Hanoi and has legal status, seals, and accounts opened at commercial banks and the State Treasury in accordance with law.

2. Tasks and powers of Vietnam Judicial Publishing House

Tasks and powers of Vietnam Judicial Publishing House include:

- Develop and submit to the Minister for approval the Publishing House's long-term, 5-year, and annual operation plans; participate in the formulation of long-term, 5-year, and annual development strategies, planning and plans for the Justice sector.

- Lead or participate in the development of projects and draft documents on the organization and operation of the Publisher; participate in the formulation, appraisal, and comment on other projects and draft documents assigned by the Minister.

- Organize the implementation of guidelines, policies, laws, strategies, and planning related to the organization and operation of the Publishing House; Projects, programs, and operational plans of the Publisher after being approved.

- Propagate and disseminate guidelines and policies of the Party, laws of the State, activities of construction, law enforcement, and judicial activities through the activities of the Publishing House.

- Perform registration; issue a decision on publication or re-publishing; deposit; decide on the release of publications according to the provisions of the law.

- Organize the publication and distribution of the following publications:

+ Legal books and documents;

+ Research books, construction manuals on legislative techniques;

+ Professional books, textbooks, and reference materials for law training institutions;

+ Cultural - social books;

+ Legal dictionary;

+ Types of forms, papers, and books on civil status, nationality, authentication, judicial record, child adoption, and other papers as prescribed by law, serving the state management of the Ministry;

+ Other publications in accordance with the Publisher's principles, purposes, and service objects.

- Carry out business and service activities in accordance with the law, in accordance with the principles, purposes, functions, tasks, and powers of the Publisher.

- Appy information technology in publishing, publishing, and publishing activities of the Publisher.

- Implement international cooperation within the scope of functions and tasks of the Publisher in accordance with the law and decentralization of the Ministry.

- Participate in scientific research, training and fostering officials, and disseminating and educating laws in accordance with the law and the Ministry.

- Perform emulation, commendation, and management of civil servants, public employees, collaborators, and employees of the Publishing House in accordance with the law and the Ministry's decentralization.

- Resolve the complaint report; carry out anti-corruption, thrift practice, and anti-waste in the Publishing House's activities in accordance with the law and the Ministry's decentralization.

- Implement the financial, accounting, and asset management regime of the Publisher in accordance with the law and the Ministry's decentralization.

- Summarize, summarize; comply with the reporting and statistical regime on the organization and operation of the Publisher according to regulations.

- Perform other tasks and exercise other powers as prescribed by law or as assigned by the Minister.
