Tasks and powers of Vietnam Internet Network Information Center (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

1. Tasks and powers of Vietnam Internet Network Information Center

Tasks and powers of Vietnam Internet Network Information Center are stipulated in Decision No. 48/QD-BTTTT in 2024, including:

(1) Performing the task of providing public career services:

- Providing Internet resource services:

- Granting, maintaining the ".vn" national domain name; organizing the provision of registration and maintenance services for the ".vn" national domain name; selecting and signing contracts with registrants of the ".vn" national domain name;

- Granting, allocating, and maintaining national-level Internet addresses (IP) and network numbers (ASN);

- Promoting and developing the registration and use of Vietnam's Internet resources;

- Establishing, managing, operating, and exploiting the national domain name server (DNS) system and technical systems serving the provision of Internet resource services; taking the lead; participating in the implementation, application, and exploitation of technologies related to Internet resources;

- Collecting, managing, and using fees and charges for Internet resources as prescribed by law.

- Establishing, managing, operating, and exploiting the national Internet exchange (VNIX) system. Developing, applying, and exploiting VNIX technologies and services.

- Providing services related to Internet resources and information technology and participating in relevant activities in accordance with the functions and tasks of Vietnam Internet Network Information Center as prescribed by law.

(2) Performing the task of serving the state management of the Ministry of Information and Communications:

- Developing and submitting to the Minister for approval the Internet resource planning, development plans, and investment in technical infrastructure appropriate to practical requirements;

- Researching, proposing, and coordinating with functional units under the Ministry to develop legal documents on Internet resources, providing and using Internet services nationwide;

- Managing, inspecting, and supervising the registration, use, and implementation of the suspension, temporary suspension, and revocation of Vietnam's Internet resources;

- Receiving reports, managing information, and inspecting and monitoring the activities of providing registration, maintenance, and use of Internet resources;

- Collecting, analyzing, evaluating, and publishing information, registration data, and use of Internet resources; information and data accessed through the national DNS network systems, the national Internet exchange (VNIX), and the technical systems managed by Vietnam Internet Network Information Center as prescribed by law and assigned by the Minister;

- Representing the Ministry of Information and Communications in participating in activities of international Internet organizations related to the field of activities as assigned and authorized by the Minister;

- Cooperating in organizing the implementation and monitoring the results of the Ministry of Information and Communications' requirements for international domain name registrants in Vietnam, telecommunications enterprises, and the Internet to prevent the spread of websites using international domain names that violate Vietnam's regulations on the management of electronic information websites;

- Coordinating with relevant agencies and units of the Ministry in managing the activities of non-governmental organizations and organizations in the field of the Internet;

- Ensuring the safety and security of the national DNS system and the national Internet exchange (VNIX).

(3) Performing the task of managing and developing the organization:

- Advising, training, training, guiding, propagating, promoting, organizing conferences and workshops; cooperating with domestic and international organizations on Internet resources and other relevant fields in accordance with the functions and tasks;

- Implementing international cooperation in backup system operation for the national domain name; registering and maintaining Vietnam's Internet resources with international organizations; promoting Vietnam's Internet;

- Researching and applying standards, techniques, and technologies related to the Internet and Internet resources; implementing digital transformation to serve the Center's operations;

- Managing the organization, civil servants, and employees; implementing policies and regulations for civil servants and employees within the management scope of Vietnam Internet Network Information Center;

- Managing finances, assets, and other resources assigned according to the provisions of the law and the delegation of the Minister.

(4) Performing other tasks as prescribed by law or assigned by the Minister.

2. Organization structure of Vietnam Internet Network Information Center

The organization structure of Vietnam Internet Network Information Center is stipulated in Clause 3 of Article 3 of Decision No. 48/QD-BTTTT in 2024, including:

* Functional departments:

- Organization and Administration Department;

- Finance and Accounting Department;

- Cooperation and Resource Management Department;

- Planning and Investment Department;

- Service Development Department;

- Technical Department;

- Operations and Exploitation Department.

* Subordinate units:

- Branch in Ho Chi Minh City;

- Branch in Da Nang City.

The branch in Ho Chi Minh City and the branch in Da Nang City have seals and accounts for transactions as prescribed by law.

The functions, tasks, powers, and organizational structure of the departments and subordinate units are determined by the Director of Vietnam Internet Network Information Center.

The working relationship between the functional departments and subordinate units is determined by the Director of Vietnam Internet Network Information Center.
