1. Functions of the Vietnam Institute for Urban and Rural Planning - Ministry of Construction

The Vietnam Institute for Urban and Rural Planning - Ministry of Construction has the function of scientific research and application of technological advances to serve state management in the field of construction planning, including:

- Regional construction planning, urban planning, rural development planning, technical infrastructure and environment, urban design, space architecture, and landscape (referred to as construction planning);

- Organizing staff training and retraining, international cooperation, and information on science and technology; performing consulting activities, technical services, production, and business in the fields of construction planning and architecture.

2. Tasks and powers of Vietnam Institute for Urban and Rural Planning - Ministry of Construction

Tasks and powers of the Vietnam Institute for Urban and Rural Planning - Ministry of Construction include:

- Making a five-year, annual plan and organizing the implementation of the Institute's work plans and tasks, carrying out scientific projects, economic non-business projects, application of technical advances, development, and technology transfer in the field of construction planning,

- Performing tasks in service of state management in the field of construction planning assigned by the Minister of Construction or ordered by a state agency, including:

+ Researching and proposing orientations, strategies, and master plans for the development of the national urban system; mechanisms and policies for urban and rural development; technical and environmental infrastructure development;

+ Building a database system, researching methodology, compiling and applying the system of standards and regulations on construction planning and technical infrastructure in the country and around the world;

+ Researching and participating in the development of legal documents in the field of construction planning;

+ Researching and making regional construction planning projects, urban and rural planning, conservation planning, technical infrastructure planning for regional planning, new rural construction planning, national and international border gates, concentrated industrial parks, high-tech zones, special economic zones, and other specific planning...;

+ Researching and proposing the integration of environmental planning in construction planning projects.

- Organizing research on construction planning, conservation of urban and rural development heritage, technical infrastructure, environment, urban design, landscape architecture, and climate change.

- Investigating, surveying, collecting, synthesizing, managing, storing, and providing information and documents in the field of construction planning according to the geographical information management system (GIS).

- Publishing Construction Planning Magazine, Website and other information publications in the field of construction planning.

- Organizing the training of doctorates and masters in construction planning; training and capacity building for staff engaged in research, consulting, and construction planning; and serving the issuance of practice certificates in the field of construction planning and urban planning management

- Implementing cooperation, joint ventures, and associations with domestic and international organizations in the fields of operation of the institute according to the assigned functions and tasks.

- Carrying out construction planning consulting and technical services, including:

+ Consulting on formulation: regional construction planning, urban planning; new rural development construction planning; planning the construction of economic zones, high-tech zones; technical and environmental infrastructure planning, urban design; specialized planning, heritage conservation planning; urban classification and upgrading projects; specific planning;

+ Investment consulting; consulting on the formulation of designs and investment projects on construction, construction survey, construction design, verification of technical designs, construction drawing designs, and construction investment estimates; bidding consultancy, project management consultancy, landscape design consultancy, interior and exterior decoration design;

+ Organization of surveying, surveying, and cartographic work; monitoring the impacts of the soil, water, and air environment; preparing reports on strategic environmental assessment and environmental impact assessment related to construction planning projects, architectural works, and technical infrastructure works.

- Organizing the implementation of consulting and technical services in the field of construction and architecture, including: inspection and assessment of construction quality and consulting on environmental impact assessment related to architectural works.

- Management and collection of construction planning data.

- Management of organizational apparatus and payroll; implementing the salary regime and other regimes and policies; emulation, commendation, and discipline work for cadres, civil servants, and public employees under the management of the Institute according to the provisions of the law and the Ministry of Construction.

- Managing finance, assigning assets, and managing activities and services with the revenue of the Institute in accordance with the law and the Ministry of Construction.

- Performing other tasks and powers assigned by the Minister of Construction.
